As of 10:00 a.m. today, the Department of Information and Communications Technology (DICT) National Computer Emergency Response Team (NCERT) has informed the Civil Service Commission (CSC) Integrated Records Management Office that the CSC system and database were not breached or attacked.

As the central personnel agency of the government, the CSC is mindful that it handles sensitive data on a daily basis, including personal information, appointment records, and the like, in fulfilment of its mandate to provide services and programs on human resource management.

The CSC recognizes that the institution must always be in a defensive position to protect itself from cyber threats by ensuring that our information technology (IT) systems are secure and the necessary infrastructure is in place to protect sensitive personal data from cyber attacks, such as identity theft and phishing scams.

Rest assured that the CSC takes this matter seriously and with utmost urgency, and will cooperate with the DICT and other relevant government agencies to investigate this report. The CSC remains committed to protecting personal data and upholding privacy rights while promoting IT awareness and maximizing technology in the workplace.

Complaints and appeals which are non-compliant with the technical requirements of the 2017 Rules on Administrative Cases in the Civil Service (RACCS) may be dismissed by the Civil Service Commission’s (CSC) Assistant Commissioner for Legal.

The CSC released Resolution No. 2300030, promulgated on 13 January 2023, which designates the Assistant Commissioner for Legal to issue orders dismissing administrative cases found to be defective based on technical grounds provided in the 2017 RACCS, or the rules of procedure for handling disciplinary and non-disciplinary administrative cases lodged in the CSC.

The rule is in response to the increasing number of complaints and appeals found to be defective and dismissible due to the failure of concerned parties to observe and strictly comply with the requirements. This would allow the Commission to focus on resolving cases based on the merits, thus streamlining the process and leading to speedier disposition of administrative cases.

Individuals who took the Career Service Examination for Foreign Service Officer (CSE-FSO) held 5 February 2023 may already access their rating online, the Civil Service Commission (CSC) announced.

The rating can be generated thru the Online Civil Service Examination Result Generation System (OCSERGS) at https://erpo.csc.gov.ph/ocsergs/ found on the CSC website. All examinees, whether they passed or failed the test, can use the system.

The Civil Service Commission (CSC) urged government servants to draw inspiration from Filipino war veterans’ stories of patriotism and nationalism as the nation celebrates the 81st “Araw ng Kagitingan” or Day of Valor.

In his video greeting posted 10 April 2023, CSC Chairperson Karlo Nograles enjoined the 1.8 million lingkod bayan nationwide to draw inspiration from the fallen heroes’ selfless acts of upholding the nation’s interest over and above their own.

He cited Jose Abad Santos, a civil servant who rose from the ranks to become the fifth Chief Justice of the Supreme Court of the Philippines, for his legacy of patriotism by refusing to disclose information to the Japanese Imperial Army during World War II despite being taken captive and facing execution.

Civil Service Commission (CSC) Chairperson Karlo Nograles expressed utmost support for the campaign to end malnutrition as the administration launched the Philippine Multi-sectoral Nutrition Project (PMNP) on 29 March 2023 at the Manila Hotel, Manila City.

“Buo ang ating suporta sa layunin ng PMNP na paigtingin ang programang pangkalusugan ng bansa tungo sa pagkakaroon ng malulusog at malalakas na mamamayan na magsisilbing pundasyon ng isang matatag at maunlad na ekonomiya,” he said.

Chairperson Nograles, who also served as the Chairperson of Task Force on Zero Hunger during his term as Cabinet Secretary, said that the four-year project is a product of a collective effort to address an urgent health concern plaguing the country – childhood stunting and wasting.
