Individuals who have earned Latin honors through open distance learning (ODL) programs can now submit applications for civil service eligibility if they wish to pursue a career in the public sector.

This development comes after the Civil Service Commission (CSC) issued CSC Resolution No. 2300615 on 28 July 2023, which extends the coverage for Honor Graduate Eligibility (HGE). As a result, the HGE is now available to bachelor's degree graduates who earned distinctions of summa cum laude, magna cum laude, or cum laude from ODL programs at colleges and universities accredited by the Commission on Higher Education (CHED).

“The COVID-19 pandemic has sped up the adoption of digital technologies for learning, promoting accessible education despite the lockdown. By including honor graduates from open distance learning in the coverage of HGE, we recognize the role of digitalization in ushering progressive development in academic standards and honing future-ready civil servants,” said CSC Chairperson Karlo Nograles.

As the country celebrates Mental Health Awareness Month, the Civil Service Commission (CSC) is reminding government agencies of the need to promote the mental health of the 1.9 million state workers nationwide.

According to CSC Chairperson Karlo Nograles, agency heads and officials must recognize that the quality of public service delivered to stakeholders depends on government workers' physical and mental health.

"Championing dynamic and resilient government workers, which was the highlight of the month-long celebration of the 123rd Philippine Civil Service Anniversary (PCSA), does not just entail changes in policies and processes. We must also recognize the varying capacities, capabilities, and unseen struggles that affect every civil servant’s well-being and productivity,” said Chairperson Nograles.

The Civil Service Commission (CSC) issued a reminder to the 1.9 million government employees across the country, urging them to refrain from participating in electioneering and partisan activities as the 2023 Barangay and Sangguniang Kabataan election candidates conduct their campaigns between 19 October and 28 October 2023.

Electioneering and partisan political activity refers to acts designed to promote the election or defeat of a particular candidate or party to public office. The CSC noted that the 1987 Constitution mandates that no officer or employee in the civil service shall engage, directly or indirectly, in these acts. The same prohibition can be found in the CSC - Commission on Elections (COMELEC) Joint Circular No. 1, series of 2016 promulgated on 29 March 2016.

CSC Chairperson Karlo Nograles advised government employees, "The Commission acknowledges civil servants’ shared desire to contribute to improved public service delivery through electoral participation. However, we must remain mindful not to engage in electioneering or partisan activities during this period. This precautionary measure underscores our commitment to maintaining the integrity and neutrality of the public service."

The Civil Service Commission (CSC) has announced that the upcoming Career Service Examination (CSE) for Foreign Service Officer (FSO) is scheduled to take place on 28 January 2024.

The application deadline for this particular examination falls on 20 October 2023.

Administered jointly by the CSC in partnership with the Department of Foreign Affairs (DFA) - Board of Foreign Service Examinations (BFSE), the CSE-FSO plays a pivotal role as the initial stage, known as the Qualifying Test, of the five-part FSO Examination. Its purpose is to identify potential candidates for the role of Foreign Service Officer, Class IV, and asses their competencies across four key areas such as verbal ability, analytical aptitude, numerical skills, and managerial capabilities.
