One’s values are reflected on one’s leadership. This is manifested in how leaders steer the organization toward the achievement of goals and motivate excellent performance from their people.

To help current and potential public sector leaders recognize values in effective leadership, the Civil Service Commission (CSC), through the Civil Service Institute (CSI) will hold the 2nd Quarter CSI Leadership Series themed, “Values-Driven Leadership” set on 19 June 2019 in Oritgas, Pasig City.

The forum aims to help participants appreciate values-driven leadership in the workplace and its impact on decision-making and strategy formulation and implementation, be knowledgeable on core public service values for heightened individual and organizational performance, and know of best practices in values-driven leadership from different guest organizations.

Application for the June 23 Basic Competency on Local Treasury Examination (BCLTE) is ongoing and will run until May 2, 2019, the Civil Service Commission (CSC) said.

The BCLTE is a part of the Standardized Examination and Assessment for Local Treasury Service (SEAL) Program of the Department of Finance. The civil service eligibility resulting from passing the BCLTE shall be called Local Treasurer Eligibility. It is a second level eligibility, which is only appropriate for appointment to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not require practice of profession and are not covered by Bar/Board or special laws.

The test will be held in 16 testing centers nationwide, namely, San Fernando City in La Union (Region I), Tuguegarao City (Region II), City of San Fernando in Pampanga (Region III), Batangas City (Region IV), Legazpi City (Region V), Iloilo City (Region VI), Cebu City (Region VII), Tacloban City (Region VIII), Zamboanga City (Region IX), Cagayan de Oro City (Region X), Davao City (Region XI), Cotabato City and Koronadal City (Region XII), Quezon City (National Capital Region), Baguio City (Cordillera Administrative Region), and Butuan City (Caraga). Interested examinees in the Autonomous Region in Muslim Mindanao (ARMM) may enlist for testing centers in Regions IX, X, XI, XII, and Caraga.

Appointees who have taken their oath of office and assumed the duties of the position are entitled to receive their salaries.

This was clarified by the Civil Service Commission (CSC) in light of the delay in the issuance of salaries of newly-hired teachers, allegedly because their appointments have not yet been approved by the CSC.

“The appointment issued by the agency is enough to warrant the release of the appointee’s salaries and wages. Thus, the Commission urges the Department of Education to release their salaries immediately,” said CSC Chairperson Alicia dela Rosa-Bala.

As it joins the nation in celebrating March as the National Women’s Month, the Civil Service Commission (CSC) reported the improvement in the employment of women in the civil service.

CSC Commissioner Aileen Lourdes A. Lizada cited the CSC’s Inventory of Government Human Resources, a survey of government workers conducted in December 2017 wherein out of the 1,835,118 total government personnel in the country, 1,016,073 or almost 60% are women. Career employees comprise 89.8% of the total population or 1,647,891, while noncareer employees is at 187,227 or 10.2%. The career service is characterized by entrance based on merit and fitness determined as far as practicable by competitive examinations or based on highly technical qualifications, opportunity for advancement, and security of tenure. On sex classification, there are more female employees in the career service across all regions, representing 61.66% or 1,016,073 out of 1,647,891 career employees. In the noncareer service, the number of male employees is slightly higher at 107,136 (57.22%) compared to 80,091 female employees (42.78%).
