The Civil Service Commission (CSC) announced that the Food Processing and Innovation Center (FPIC) of Davao leads the roster of recipients of the 2023 CSC Pagasa Award, one of the categories of the 2023 Search for Outstanding Government Workers.

FPIC-Davao generated numerous product concepts and prototypes, registered utility models, and served diverse customers including students, researchers, faculty, and food processors. It is also the first Regional Food Innovation Center established in the Philippines through the Department of Science and Technology’s (DOST) High Impact Technology Solutions program.

The Civil Service Commission (CSC) warned that individuals and groups using the agency’s name and logo without authority may face criminal prosecution and jail time.

The CSC stated that no individual or entity was given permission to use its name and logo, including the old CSC emblem, for any activities or online promotions, including but not limited to solicitation, recruitment, production of materials, and enrollment to review classes.

Civil Service Commission (CSC) Chairperson Karlo Nograles urges public servants to elevate their knowledge by joining the competency-based learning and development (L&D) courses offered online through the CSC Learning Management System (LMS).

The LMS is an online platform developed by the Civil Service Institute (CSI) that serves as a one-stop-shop for civil servants who want to enhance their leadership and human resource (HR) management skills.

Aside from blended programs, the LMS also offers eLearning Courses, a self-directed approach that allows participants to access online learning resources to learn at their own pace anytime, anywhere, without any intervention from an instructor.

“The LMS is not just a product of the CSC’s commitment to utilize digital resources to improve public service delivery, para rin po ito sa ating mga kawani na naghahanap ng mga training upang mapa-unlad ang kanilang mga sarili. By offering online courses, our government employees can continue learning wherever and whenever they want to,” explained Chairperson Nograles.

The Civil Service Commission (CSC) does not endorse any review material or review center for the Career Service Examination (CSE).

CSC Chairperson Karlo Nograles warned the public against review centers, groups, and private individuals using the name, logo, and website of the CSC or claiming to be endorsed by the Commission in offering online and face-to-face review classes for the CSE Professional and Subprofessional Levels.

Workers in government who have been in the service for at least 10 years and have acquired relevant knowledge and skills but do not possess the appropriate civil service eligibility are encouraged to apply for the Grant of Career Service Eligibility – Preference Rating (CSE-PR).

Under Civil Service Commission (CSC) Resolution No. 2301123 promulgated on 7 December 2023, a Preference Rating of a maximum of 10 points shall be added to the failed rating range (70.00 to 79.99) to achieve the passing rate of 80.00 for qualified applicants in Career Service Examinations (CSEs), thereby qualifying them for Career Service Professional or Subprofessional eligibility.

CSC Chairperson Karlo Nograles acknowledged the prevalent circumstance where numerous government employees, driven by a genuine commitment to public service, find themselves lacking the requisite civil service eligibility.

“In recognition of these government workers who have already contributed so much in our efforts to provide efficient public service, the CSC has resolved to grant them with CSE preference rating under specific conditions,” he added.
