20 May 2022 - The Civil Service Commission (CSC) warned the public against responding to a fraudulent spam email purportedly sent by Chairperson Karlo Nograles, in which the CSC chief requests assistance with the distribution of gifts.
The email reads: “Good morning. I have selected some of the staff to receive gifts for their hard work and I’ll be needing your assistance. I don’t know your schedule for today, so let me know if you’re able to assist me with this task. Your confidentiality will be appreciated. I wouldn’t want to ruin the surprise. Thanks. Regards, KARLO ALEXEI B. NOGRALES, Chairman”
The CSC stressed that said email did not originate from Chairperson Nograles nor his office.
17 May 2022 - The Civil Service Commission (CSC) reminded government agencies that, as a general rule, appointments issued after the 9 May election up to 30 June 2022 shall be disapproved or invalidated.
The CSC advised outgoing elective and appointive (coterminous with the President) officials who act as appointing authorities that issuing appointments during the said period are only allowed under the following conditions:
Read more16 May 2022 - Examinees who took the Career Service Examination-Pen and Paper Test held 13 March 2022 may now check whether they passed the test or not through the Civil Service Commission (CSC) website at www.csc.gov.ph.
On the right-hand side of the CSC website homepage, the examinee can click on “Examination Result” to access the List of Passers per level of exam and region. Only the names of passers can be searched from the list; if an examinee’s name cannot be found, it means they failed the test.
The CSC advised passers that they may claim their Certification of Eligibility (printed on CSC letterhead, free of charge) through the CSC Regional Office (RO) or Field Office (FO) by 13 June 2022. Read more5 May 2022 - The Civil Service Commission (CSC) on Thursday reminded government employees that they have less than one month left to prepare and submit their 2021 Statements of Assets, Liabilities, and Net Worth (SALN) with their respective departments, agencies, or offices, and urged them not to wait until the 30 May 2022 deadline.
CSC Resolution No. 2100339, circularized via Memorandum Circular No. 6, s. 2021, specifies the guidelines for the filing and submission of SALNs during exceptional circumstances or when the country is placed under a state of calamity and/or emergency. It allows online oath-taking and online filing of the SALN by all public officials and employees.
The guidelines also state that “all public officials and employees or those in affected area/s are given additional period of thirty (30) days from 30 April of such year within which to comply with the filing of the SALN.”

26 April 2022 - A total of 13,131 examinees turned up for the rescheduled civil service examinations held on Sunday, 24 April, in different parts of the country.
The number of takers represents 73.60% of the expected total number of examinees previously reported at 17,840.
The exams administered were the Career Service Examination for Foreign Service Officer (CSE-FSO), originally scheduled on 12 September 2021 in nine testing centers; the Fire Officer Examination (FOE), Penology Officer Examination (POE), and Basic Competency on Local Treasury Examination (BCLTE) originally scheduled last 10 October 2021.
Read more21 April 2022 - The Civil Service Commission (CSC) announced that it will hold rescheduled civil service examinations on Sunday, 24 April, as it issued reminders for the registered examinees on what to bring and how to prepare for the tests.
The exams to be administered are the Career Service Examination for Foreign Service Officer (CSE-FSO), originally scheduled on 12 September 2021, in nine (9) testing centers where the said exam had been deferred; and the Fire Officer Examination (FOE), Penology Officer Examination (POE), and Basic Competency on Local Treasury Examination (BCLTE), originally scheduled last 10 October 2021. Expected total number of examinees is at 17,840.
Registered examinees of the said exams are advised to check their school assignments using the Online Notice of School Assignment or ONSA at http://enosa.csc.gov.ph/eNOSAv3/. They may also inquire with the CSC Regional or Field Office concerned or visit the CSC RO Facebook page for the Notice of School Assignments posted by the concerned ROs.
Read more19 April 2022 - Government employees with permanent appointments who will be affected by the devolution of certain functions of the Executive Branch to local governments and who opt to transfer will still have security of tenure.
This was announced by the Civil Service Commission (CSC) through CSC Resolution No. 2200162 promulgated on 26 January 2022, also known as the “Guidelines in the Implementation of the Personnel Policies and Options for Affected Personnel Pursuant to E.O. No. 138, s. 2021”. The resolution will take effect 15 days after its publication on 8 April 2022.
EO 138 provides for the full devolution of certain functions of the Executive Branch to the Local Governments Units (LGUs), as well as the creation of a Committee on Devolution. This was issued by President Rodrigo Roa Duterte on 1 June 2021 in consonance with the Supreme Court ruling in Mandanas, et al. vs. Executive Secretary, also known as the Mandanas ruling.

The national observance, with the theme “Kagitingan ng mga Beterano, Inspirasyon ng Nagkakaisang Pilipino,” aims to promote nationalism and cultivate unity among Filipinos through meaningful commemorative events and educational activities.

30 March 2022 - The Civil Service Commission (CSC) and the Department of Health (DOH) will hold a free town hall meeting to promote Mental Health Program (MHP) in the Workplace on 6 April 2022, 8:30 a.m., via Zoom.
The joint CSC-DOH town hall meeting aims to promote the importance of mental health in the workplace and re-orient agencies on CSC Memorandum Circular No. 4, s. 2020, which contains the Guidelines on the Development of Mental Health Program in the Public Sector.
The activity will guide participants on establishing their agency’s MHP and on addressing challenges in the MHP implementation.
Read more25 March 2022 - Amid the celebration of National Women’s Month this March, the Civil Service Commission (CSC) urged government agencies to reassess their human resource (HR) systems and policies toward ensuring a more inclusive and supportive workplace for women.
The CSC said that women comprise 55% of the civil service (pegged at 1,755,424 as of August 2021), and are and should be treated as essential partners in governance and nation-building.
CSC Chairperson Karlo Nograles said that, while economic participation of women in the civil service can be considered high, there is a need to take a deeper look into how they are actually faring at work. “Are there factors making it harder for women to go up the career ladder? Do women find it doubly challenging to keep up with the demands of work, considering their multiple roles in the household and at the office? Are there open communication lines and formal systems in place that can encourage women to speak up about sexual harassment, prejudice, and other workplace issues?”
Read more17 March 2022 - Civil Service Commission (CSC) Chairperson Karlo Nograles said that he wants to modernize public service delivery and professionalize the civil service as the new chief of the central human resource agency of the government.
In his first formal address as CSC chair last 14 March during the agency’s nationwide flag raising ceremony, Chairperson Nograles said that the last two years have taught people that “there is no returning to the pre-pandemic way of business” and that having “technology-based, streamlined, and accessible processes” enabled the government to be flexible and continue providing its services during the height of the pandemic.
“I want to change outdated modes of service delivery. We digitize what can and should be digitized; we upskill our entire workforce to be digitally literate, and adaptive and agile in internet-based service delivery and learning. Digital solutions should empower and not intimidate our civil servants,” he said.
Read more14 March 2022 - Following reports about the surge of walk-in clients at the Social Security System branch in Diliman, Quezon City, Civil Service Commission (CSC) Chairperson Karlo Nograles reminded all government instrumentalities to be prepared for such eventualities in their offices as the government relaxes COVID-19 protocols.
Referring to a national campaign introduced by the government during the COVID-19 pandemic, Chairperson Nograles said, “Laging Handa was our rallying call during the pandemic because it emphasizes a brand of responsive service that addresses the various needs of our constituents."
"It is not only a theme that should guide government action during nationwide emergencies; it should reflect a collective culture of foresight and preparedness.”
Read more13 March 2022 - The Civil Service Commission (CSC) held the Career Service Examination Professional and Subprofessional levels in pen-and-paper mode today, 13 March, in 77 testing centers nationwide. It was the biggest conduct of the civil service exams in a single day since the COVID-19 pandemic started.
Actual examinee turnout was 70,799, which is 91.66% of the total number of registered examinees at 77,241. No significant issues were reported among the examiners and examinees alike, and we thank everyone for their cooperation with the health and safety protocols we put in place. Our gratitude goes, most especially, to our partners in the local government units, the teachers who served as room examiners and proctors, and all those who assisted the CSC in the administration of the exam.
This is a positive development as we work on increasing our testing capacity in order to accommodate more Filipinos who aspire to obtain civil service eligibility and join the public sector workforce.
11 March 2022 - "The Civil Service Commission (CSC) commends the Anti-Red Tape Authority (ARTA) on its launch of the eARTA Complaints Management System, which would automate the process of filing and handling of complaints about government services."
The statement was made by CSC Chairperson Karlo Nograles as ARTA soft launched the eARTA Complaints Management System (CMS) on Monday.
"The eARTA CMS will make it easier for the public to provide feedback on government services, for agencies to monitor and track the status of complaints, and to achieve zero backlog in complaints handling," said the CSC chief.
Read more11 March 2022 - A total of 75,540 individuals are expected to take the Career Service Examination-Pen and Paper Test (CSE-PPT) in 77 testing centers on Sunday, March 13, the Civil Service Commission (CSC) announced.
Region IV (Southern Tagalog) will have the highest number of examinees at 10,884, followed by 10,392 examinees from Region VI (Western Visayas), and 7,924 examinees from Region XI (Davao Region). The CSE-Professional test will be taken by 61,075 examinees or about 81% of the total number of examinees, while the rest will take the Subprofessional level.
Chairperson Karlo Nograles announced that the CSC has relaxed its rules considering the low number of COVID-19 cases nationwide.
11 March 2022 - In view of the conduct of “Bayanihan, Bakunahan National COVID-19 Vaccination Days, Part IV” on 10 to 12 March 2022, the Civil Service Commission (CSC) reminds government employees that absences incurred on the day of an employee’s COVID-19 vaccination may be considered as an excused absence.
An advisory signed by Chairperson Karlo Nograles referred to CSC Memorandum Circular No. 16, s. 2021, which states, “Absence from work during the day of inoculation of the first and second dose of COVID-19 vaccine, including future booster shots, whenever applicable, shall be considered as an excused absence.”
The memo circular also allows the filing of excused absence if the absence is due to the required treatment or for a recuperation period from adverse events following immunization (AEFI) of the first or second dose of COVID-19 vaccine or booster shot.
9 March 2022 - I am grateful to President Rodrigo R. Duterte for the opportunity to have served under his administration, a productive chapter in my life that allowed me to work to make a difference in the lives of our people. I am likewise blessed to be allowed to continue to serve our kababayan as the Chairperson of the Civil Service Commission. Maraming salamat po, Mr. President.
Our civil servants form the backbone of our government, and play a critical role in the delivery of various services essential to the daily lives of over 100 million Filipinos. The ability of over 1.7 million government workers to perform their functions has a direct impact on the welfare of our people, and their growth, development, and evolution is necessary so that the Philippine bureaucracy can be synonymous with integrity, diligence, and excellence.
As I transition to my new role at the helm of one of the country’s three independent constitutional commissions, I pledge to work with my fellow commissioners, colleagues, and employees in the CSC in order for it to faithfully fulfill its mandate as the central human resource agency of the Government that will develop and adopt measures “to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the civil service.”

“Chairperson Nograles’ sterling public sector experience is a welcome addition to CSC. Read more9 March 2022 - The Civil Service Commission (CSC) urged government offices to review their service processes amid reports of slow service from dissatisfied clients.
Based on reports received by CSC through its Contact Center ng Bayan (CCB), majority of complaints related to the quality of government frontline services were about “slow service” and it consistently ranked as the topmost concern since 2013.
CSC Commissioner Aileen Lourdes A. Lizada reminded agency heads to strictly implement the prescribed processing times under Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. Under the said law, applications or requests must be acted upon within three (3) working days for simple transactions; seven (7) working days for complex transactions; and 20 working days for highly technical transactions or for applications or requests involving activities which pose danger to public health, public safety, public morals and public policy.
Read more4 March 2022 - The Civil Service Commission (CSC) said that examinees of the Career Service Examination-Pen and Paper Test (CSE-PPT) to be held on 13 March 2022 must wear a face mask and face shield or be denied entry to the testing venue.
The CSC clarified, though, that examinees may lift or remove the face shield during test proper to maximize good vision and reading of the test materials. But, examinees must strictly wear their face mask for the entire duration of the examination.
In its Examination Advisory No. 02, s. 2022, the CSC also said that vaccinated examinees must present the original or a digital copy of their vaccination card/proof of full vaccination, such as the VaxCert; while those unvaccinated or partially vaccinated must present a negative RT-PCR, saliva, or antigen test result. Fully vaccinated individuals coming from local government units requiring RT-PCR, saliva, or antigen testing must also present a negative result.
Read more21 February 2022 - A teacher’s passion for teaching begets students’ love for learning. This was proven by a civil servant from Sorsogon City who took up the challenge of making his students fall in love with Mathematics, a typically dreaded subject.
Markson B. Mejia, a former teacher at Celestino G. Tabuena National High School, introduced a variety of teaching tools and methods to spark the interest of students on Mathematics and dispel their fear of numbers. He created a fun learning environment where students could memorize and apply formula and problem-solving techniques through games, puzzles, and jingles.
He was both methodical and inclusive in monitoring and ensuring his students’ progress. He launched his advocacy project, “No More Dyscalculia, Kayang-Kaya ang Mathematika”, to help students with numerical learning disabilities. Through diagnosis of his students’ level and learning needs, he was able to identify the appropriate strategy for high performers and slow learners alike.
Read more18 February 2022 - A photocopy of the original Pre-Adoption Placement Authority (PAPA) is now allowed for application of adoption leave during calamity, disaster, or emergency.
This was confirmed by the Civil Service Commission through Resolution No. 2101012, which revises certain provisions of the amended Omnibus Rules on Leave. The said resolution was promulgated on 3 December 2021 and will take effect fifteen (15) days after its publication on 4 February 2022.
The PAPA is the notice of approval issued by the Department of Social Welfare and Development (DSWD) on the placement of the adoptee to the prospective adoptive parents from which the supervised trial custody shall commence.

The CSC said that such acts are prohibited under the 1987 Constitution and other laws and statutes, with the aim to ensure that civil servants are focused on the discharge of their duties and functions and to insulate them from politics.

Read more7 February 2022 - The Civil Service Commission (CSC) recently clarified its policy on the employment in the government service of Filipinos with dual citizenship.
Republic Act No. 9225 or the “Citizenship Retention and Re-Acquisition Act of 2003” states that natural born Filipinos who were naturalized in other countries could retain or re-acquire Philippine citizenship and may only be appointed to any public office after (1) taking an oath of allegiance to the Republic of the Philippines and its duly constituted authorities prior to their assumption to office, and (2) renouncing their oath of allegiance to the country where they took the oath.

Read more4 February 2022 - Atty. Ryan Alvin R. Acosta sits as new commissioner of the Civil Service Commission (CSC), the central human resource agency of the Philippine government.
Commissioner Acosta, 42, served as Deputy Executive Secretary for Legal Affairs of the Office of the President before he was nominated to said new role. His nomination was confirmed by the Commission on Appointments on 2 February.
CSC Commissioner Aileen Lourdes A. Lizada expressed welcoming words for the incoming official. “I congratulate Commissioner Acosta on his confirmation by the Commission on Appointments. We at the CSC look forward to working with him on critical programs and significant reforms to improve efficiency, effectiveness, and professionalism in the civil service,” she said.
Read more1 February 2022 - Alicia dela Rosa-Bala ends her fixed term as head of the Civil Service Commission, the central human resource (HR) agency of the Philippine government, on 2 February 2022.
Chairperson Bala was appointed by former President Benigno C. Aquino on 9 October 2015. She brought her expertise and years of experience in social work to the CSC to introduce policies and programs that empower and uplift civil servants and promote social change and development, bringing “malasakit” to public sector HR management.
Under her helm, the CSC promulgated guidelines to institutionalize occupational safety and health and mental health programs in the public sector. It also issued rules on mandatory random drug testing among civil servants in support of the government’s anti-drug campaign.
Read more27 January 2022 - A Social Weather Stations (SWS) September 2021 survey has shown that an estimated 2.5 million Filipino families experienced hunger – due to lack of food to eat – at least once in the past three months.
Many of those who experience hunger are children, who tend to do poorly at school. The government has undertaken numerous programs to address hunger, one of which is the school-based feeding program mandated by Republic Act 11037, also known as an Act Institutionalizing a National Feeding Program for Undernourished Children in Public Day Care of 2018, and primarily implemented by the Department of Education.
But in Davao de Oro, a group of civil servants decided to take the school-based feeding program up a notch, relieving already overburdened public schools of the task to prepare and distribute meals or food packs, thus increasing the chance of success that children get access to nutritionally-balanced, good quality food.

This, from a total of 212,382 transactions received, posting a resolution rate of 99.69%.

19 January 2022 - The Civil Service Commission (CSC) amended the interim guidelines on the use of leave credits for absences due to COVID-19 quarantine and/or treatment.
In CSC Resolution No. 2101122 dated 31 December 2021, circularized through CSC Memorandum Circular No. 2, s. 2022 dated 18 January 2022, absence from work for every instance of the required quarantine period, isolation, and/or treatment for government workers who are “infected or identified as close contacts of a suspect, probable, and/or confirmed cases of COVID-19 while in the performance of their official functions, (onsite or WFH arrangement)” shall be considered as excused absence. They may be required to adopt a work-from-home arrangement depending on the nature of their work pursuant to the guidelines on alternative work arrangements contained in CSC M.C. No. 18, s. 2020.
Previously, this provision only applied to public health workers or PHWs.
Read more11 January 2022 - Violations of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery (EODB EGSD) Act of 2018 are considered administrative offenses.
In Resolution No. 2000222, the Civil Service Commission (CSC) amended the 2017 Rules on Administrative Cases in the Civil Service (RACCS) to be consistent with the provisions of R.A. No. 11032.
Under said provisions, violations include the refusal to accept an application or request with complete requirements being submitted by an applicant or requesting party without due cause, the imposition of additional requirements or additional costs that are not in the Citizen’s Charter, and failure to give the applicant or requesting party a written notice on the disapproval of an application or request.
Read more11 January 2022 - A government employee who is called as a witness for the prosecution in an administrative or criminal case may avail of the automatic leave of absence.
In Resolution No. 2000897, the Civil Service Commission (CSC) defines automatic leave of absence as a leave that government workers may avail of should they qualify as a government employee-witness. This may be availed by a government employee-witness regardless of his or her status and length of service.
The resolution was published on 10 December 2021, and took effect fifteen (15) days thereafter.

In an Advisory issued on 10 December 2021, the CSC enjoined all government agencies and their officials and employees to support and volunteer for the second phase of the “Bayanihan, Bakunahan National COVID-19 Vaccination Days” (NVD II) on 15 to 17 December 2021 as health screeners, vaccinators, post-vaccination monitors, registration personnel, encoders, data consolidators, and health educators.
Considering the onslaught of Typhoon Odette (Rai) in the country, agencies are advised that the conduct of NVD II in Regions 4B, 5, 6, 7, 8, 9, 10, 11, 12, 13, and in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has been moved to 20 to 22 December 2021.
Read morePursuant to Republic Act No. 11525 and Proclamation No. 1253 dated 24 November 2021, the National Government through the Department of Health (DOH) and the Department of the Interior and Local Government (DILG), in cooperation with the National Task Force (NTF) Against COVID-19, conducted the first round of the “Bayanihan, Bakunahan National COVID-19 Vaccination” on 29 November to 3 December 2021, which successfully vaccinated nearly ten (10) million Filipinos against COVID-19.
The ongoing mass vaccination program of the government aims to reach 70% population protection in all localities. Read more25 November 2021 - The Civil Service Commission (CSC) urged government employees to be vigilant about their behavior as it reminded them on the stricter rules governing sexual harassment.
The CSC said that sexual harassment covers not only physical or verbal acts but also those done using technology. This may include unwanted sexual misogynistic, transphobic, homophobic, and sexist remarks and comments, committed whether publicly or through direct and private messages; invasion of victim’s privacy through cyberstalking and incessant messaging; uploading and sharing without the victim’s consent any form of media that contains photos, voice, or video with sexual content; and any unauthorized recording and sharing of any of the victim’s photos, videos, or any information online.
The CSC also expanded the coverage of sexual harassment to include those performed in streets and public spaces such as in alleys, roads, restaurants, malls, public washrooms, bars, and public utility vehicles. This includes catcalling; wolf-whistling; unwanted invitations; misogynistic, transphobic, and sexists slurs; persistent uninvited comments or gestures on a person’s appearances; and relentless request for personal details that are unwanted and threatens one’s sense of personal space and physical safety.

This is pursuant to the interim guidelines issued by the Civil Service Commission (CSC) through CSC Memorandum Circular No. 16, s. 2021 or the “Interim Guidelines on Absences of Government Officials and Employees Due to COVID-19 Vaccination and/or Adverse Events Following Immunization (AEFI) of COVID-19 Vaccine”.
The issuance provides for the treatment of absences incurred by government officials and employees during the day of the inoculation of COVID-19 vaccine and/or the required treatment or recuperation period from any AEFI of COVID-19 vaccine. The guidelines define AEFI as “any untoward medical occurrence which follows immunization and which does not necessarily have a causal relationship with the usage of vaccine.”

Read more5 November 2021 - The Civil Service Commission (CSC) reminded registered examinees of the 15 March 2020 Career Service Examination-Pen and Paper Test, which was cancelled due to the COVID-19 pandemic, to claim the refund of their PHP500 application fee.
As stated in Examination Advisory No. 1, s. 2021 dated 30 April 2021, as amended, availing of the refund shall be until December 2021.

The CSC grants the BNSE to qualified individuals by virtue of Presidential Decree No. 1569, which mandates the deployment of one barangay nutrition scholar (BNS) in every barangay who shall be trained and shall perform volunteer nutrition and related services to help strengthen the barangay nutrition program.
Qualified to apply for BNSE are barangay-based volunteer workers who have rendered at least two years of continuous and satisfactory nutrition services and other related activities such as community health, backyard food production, environmental sanitation, culture, mental feeding, and family planning to the barangay.

Please be advised that the conduct of the Career Service Examination for Foreign Service Officer (CSE-FSO) will be re-scheduled from 22 August 2021 to 12 September 2021.
The re-scheduling is in light of the Enhanced Community Quarantine (ECQ) implemented in the National Capital Region (NCR) from 6 to 20 August 2021. Said ECQ period affects significant portion of the supposed allotted time for preparatory/administrative requirements and procedures for the conduct of the exam especially at the CSC Central Office level.
Moreover, the limitation in mobility brought about by various restrictions implemented during ECQ would certainly affect the bulk of examinees that come from NCR. Please be guided accordingly.

Please be advised that the conduct of the Career Service Examination (Professional Level) via the CSC Computerized Examination (CSC COMEX) on December 6, 2019 in CSC Regional Office (RO) II, Tuguegarao City is suspended due to continuous rains and rapid rise of the Cagayan River causing massive flooding in the provinces of Cagayan and Isabela.
Also, there are parts of the national highways of Cagayan and Isabela that are no longer passable by vehicles.
Lastly, water will be released from Magat Dam by 6 a.m. on December 6, 2019 based on advisory issued by the National Irrigation Administration.
Hence, the suspension of the December 6, 2019 CSC COMEX in CSC RO II as a preemptive measure to ensure the safety of all concerned especially the examinees.

SUBJECT : Inaccessibility of COMEX During Online Slot Reservation
In the Examination Slot Reservation, the COMEX system will notify registered users of online offerings including the type of examination, number of slots, date and time of personal appearance, date and time of examination, and examination venue. A registered user or applicant can choose from any of the available schedules and reserve an examination slot.
During the date and time of Online Reservation, applicants may encounter difficulty in accessing the COMEX system due to “Gateway Timeout”. This may be attributed to the simultaneous access of applicants and network/connectivity concern. Besides, thereare only a maximum of 20 COMEX slots available. Thus, the system will automatically become inaccessible once the slots are taken.
