As the nation observes Holy Week, Civil Service Commission (CSC) Chairperson Karlo Nograles enjoined civil servants to reflect and have the courage to exemplify the characteristics of a lingkod bayani

In his Lenten video message, he asked civil servants to “continue serving our clients, the Filipino people, with malasakit, pagmamahal, at pantay na pagturing sa lahat nang walang kinikilingan.” 

Manila, Philippines – Civil Service Commission (CSC) Chairperson Karlo A.B. Nograles called on delegates from the different ASEAN Member States (AMS) to work together toward achieving gender equality and greater inclusivity in the region.

 In his opening remarks at the event entitled “Strengthening the Institutional Building Blocks for Implementing the ASEAN Gender Mainstreaming Strategic Framework: Support to the ASEAN Cooperation on Civil Service Matters (ACCSM)”, Nograles said, “May we all stand united toward ensuring an integrated, proactive, and gender-responsive environment, as we start in our own respective organizations, moving outwards to the ASEAN Region.”

The two-day event, conducted on 28 and 29 March 2023, was organized by the CSC through the Civil Service Institute (CSI) and sponsored by the ASEAN-USAID Partnership for Regional Optimization within the Political-Security and Socio-Cultural Communities (PROSPECT). It was held at Belmont Hotel Manila, Pasay City and streamed online via Zoom, with attendees from the ACCSM and the ASEAN Committee on Women (ACW) of nine AMS, namely, Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam, together with Timor-Leste.

Four female educators led the roster of awardees for the 2022 Civil Service Commission (CSC) Pagasa award category under the CSC’s Search for Outstanding Government Workers.

“Ang mga babaeng guro ang nagsisilbing pangalawang ina ng ating mga anak sa loob ng paaralan. Kaya naman nagagalak ang Komisyon sa Serbisyo Sibil dahil patuloy silang kinikilala at nabibigyan ng karampatang parangal sa pamamagitan ng Search for Outstanding Government Workers,” said CSC Chairperson Karlo Nograles.

CSC Pagasa is conferred on an individual or group for outstanding contributions that directly benefit more than one department of the government.

Five (5) exemplary women in government service were recognized for their extraordinary acts of public service through the Civil Service Commission’s (CSC) Search for Outstanding Government Workers.

The Outstanding Public Officials and Employees Award, or the Dangal ng Bayan, was conferred on Adeline P. Baarde,State Auditor IV, Commission on Audit, Tuguegarao City; Georgina M. Bulasa, Social Welfare Officer III, Department of Social Welfare and Development (DSWD) Field Office VIII, Tacloban City; Thea Maria Rica S. Del Rosario, Administrative Assistant II, DSWD Regional Office III, San Fernando City, Pampanga; Rizalina R. Nacpil, Teacher III, San Manuel Elementary School, Tarlac City; and Dr. Annie Claire B. Pekas, Medical Specialist III, Luis Hora Memorial Regional Hospital, Bauko, Mountain Province.

The Dangal ng Bayan Award is given to an individual for his/her consistent demonstration of exemplary ethical behavior on the basis of the employee’s observation of the eight norms of conduct provided under Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees.

In line with the celebration of National Women’s Month this March, the Civil Service Commission (CSC) salutes women in government service who have made outstanding contributions to national development.

“Ikinagagalak naming ibahagi na patuloy na namamayagpag ang mga kababaihan sa pamahalaan sa iba’t-ibang larangan. Taun-taon ay maraming napararangalan ang Komisyon sa Serbisyo Sibil na mga babaeng kawani dahil sa kanilang natatanging kontribusyon sa lipunan,” said CSC Chairperson Karlo Nograles.

During the Awards Rites for Outstanding Government Workers held 8 March 2023 in Malacañang, 12 female workers from various sectors of government were awarded the Presidential Lingkod Bayan by President Ferdinand Romualdez Marcos Jr. The said award is conferred on an individual or group for exceptional contributions resulting from an idea or performance that had a nationwide impact on public interest, security, and patrimony.
