ADVISORY TO ALL CSC NCR REGISTERED EXAMINEES FOR THE CANCELLED 15 MARCH 2020 CAREER SERVICE EXAMINATION-PEN AND PAPER TEST (CSE-PPT) RELATIVE TO THE REFUND OF THEIR EXAMINATION FEES

We remind all remaining CSC NCR registered examinees for the cancelled 15 March 2020 CSE-PPT who have not yet filed their requests for refund of their examination fees on the following information:

1. CSC NCR registered examinees should submit their requests for refund by accomplishing the prescribed Google Form which could be accessed through this link: https://forms.gle/3uP25ceFXHVB7FKC8. Please accomplish the Google Form only once.

Sending of refund requests through other means shall NOT be entertained.

2. Attach the following documentary requirements to the form in the abovementioned link:

a. Scanned copy of the accomplished Request for Refund Form (RRF). Dowload the blank form here.

b. Scanned copy of a valid ID card with clear photo, date of birth and signature.

3. The submission of the RRF via the Google Link actually commenced on 1 July 2021 until 31 October 2021 only. The payout thereof continues until 31 December 2021 only.

4. The refund fee of five hundred pesos (PHP500) cash per registered examinee will be released/claimed at any branch of PALAWAN PAWNSHOP nationwide. Palawan Pawnshop will notify the Refundee through SMS using the mobile number indicated in the RRF, as to the period within which to claim the refund, including the transaction code.

5. In claiming, the Refundee must accomplish and sign the “Palawan Express Pera Padala Received Money Form” (PEPPRMF) as acknowledgement for the receipt of the refund fee. The sender to be indicated in the PEPPRMF is CSC-NCR. The Refundee shall NOT be charged with any fee in claiming the refund fee if claimed within the allowable period of notification indicated in the SMS from Palawan Pawnshop.

6. The Refundee shall also be required to present the following requirements upon claiming the refund fee with Palawan Pawnshop:

a. Original copy of any of the following valid ID Cards (Alien Certificate of Registration Identity Card (ACR I-Card; Barangay Identification Card; Driver’s License; Employment ID (Government and Private); Government Service Insurance System (GSIS) UMID Card; Home Development Mutual Fund (HDMF) Transaction Identification Card; Integrated Bar of the Philippines (IBP) ID; National Bureau of Investigation (NBI) Clearance; Passport; PhilHealth ID; Police Clearance; Postal ID; Professional Regulation Commission (PRC) ID; Senior Citizen ID; Social Security System (SSS) ID; BIR/Tax Identification Number (TIN) ID; Voter’s ID; Seaman’s Book; PWD ID; Senior Citizen’s ID; CSC Eligibility Card), and Student ID (for non-voting/minor age student) – he/she must be currently enrolled and must present original and a clear copy of photo-bearing ID duly signed by the principal or head of the school); and

b. Transaction Code sent via SMS by Palawan Pawnshop.

7. ALL RRF NOT CLAIMED from PALAWAN PAWNSHOP during the claiming period indicated in the SMS will be automatically CANCELLED. All recipients of the cancelled transactions will wait for further announcement/advisory as to when they could claim anew their refund.

NOTE: Please be advised that this guidelines or procedures are applicable to CSC NCR registered examinees for the cancelled 15 March 2020 CSE-PPT only. Refundees from other regions are advised to check the announcement of the CSC Regional Office concerned where they filed their exam applications.

Who are entitled to the refund of examination fee?

Registered examinees of the cancelled 15 March 2020 Career Service Examination-Pen and Paper Test (CSE-PPT) may claim the refund of their PHP500 examination fee.

 

How can I claim the refund?

There are three (3) ways to claim the refund:

1. Claiming in person at the authorized CSC RO/FO

a. Verify first the specific procedures with the CSC Regional/Field Office (CSC RO/FO) where you originally filed your application. Quarantine restrictions, due to the risks brought by the COVID-19 pandemic, may differ in each locality.

You may reach the concerned CSC RO through the email addresses and contact numbers in Table 1 below.

b. Download and fill-out the Request for Refund Form or RRF.

c. If the CSC RO/FO does not allow walk-in clients and requires you to set an appointment before going to their office, set the schedule using their prescribed scheduling system.

d. Go to the CSC RO/FO on the date of your appointment. Bring the completely filled-out RRF together with an original and photocopy of your valid ID.

1.1. Claiming in person through a representative:
The refund may also be issued through a representative, who shall bring the RRF filled out by the examinee, an authorization letter, photocopy of a valid ID duly signed by the examinee, and original and photocopy of his/her own valid ID.

1.2. In case the registered examinee is already deceased:
The immediate family member may claim the refund by presenting a filled-out RRF with notation “deceased” after the name of the examinee, original and photocopy of a valid ID of the deceased examinee, death certificate, as well as the original and photocopy of his/her own valid ID.

2. Claiming in person through a conduit CSC RO/FO

In case the examinee is currently located away from the CSC RO/FO where he or she originally filed the exam application, claiming may be done through a conduit CSC RO/FO, one which is nearest to the examinee’s present place of residence or work.

To know if there is a CSC RO/FO near you, access the CSC Directory at http://www.csc.gov.ph/cscrod.

a. Send a written request letter to the authorized CSC RO, which has jurisdiction over the place where you submitted your exam application, via email. Refer to the email address/es found in Table 1 below.

Example: You submitted your application in Siquijor. Siquijor is part of Region VII. Send your written request letter to CSC RO VII.

The letter must state the specific conduit CSC RO/FO where you intend to claim your refund.

Example: You submitted your application in Siquijor but you are now based in Bataan. Your letter must state that you want to claim your refund in CSC Field Office-Bataan.

Along with the letter, submit the accomplished RRF and a scanned photo of your valid ID.

b. Wait for the notice/advisory informing you when your refund is ready for claiming at the conduit CSC RO/FO.

c. On the date of your appointment, proceed to the conduit CSC RO/FO and present the notice/advisory together with a filled-out RRF and original and photocopy of your valid ID.

3. Through bank or remittance/payment facility

Those with bank accounts may choose to receive their refund through bank deposit, while those who have none may inquire with the CSC RO if the refund can be transmitted through a remittance center or payment facility. In both cases, request for claiming of refund may be done online.

a. Contact the CSC RO/FO, which has jurisdiction over the place where you submitted your exam application, to know the options available. Can the CSC RO deposit it to the bank where you have an account? Can the CSC RO send it digitally via the remittance/payment facility where you have an account?

b. Once you have settled the mode for claiming the refund, download and fill out the RRF, scan it, and email it to the CSC RO along with a digital image (scanned or photo taken using a camera) of the front and back sides of any valid government-issued ID.

c. Wait for the confirmation and further instructions from the CSC RO.

3.1. In case the registered examinee is already deceased:
The immediate family member may claim the refund by scanning and submitting the filled-out RRF with notation “deceased” after the name of the examinee, valid ID of the deceased, death certificate, and his/her own valid ID.

 

When can I claim the refund?

Issuance of exam fee refund is from May to December 2021. Refundees are advised to submit their requests early for proper scheduling of payment.

 

How soon can I get the refund?

CSC ROs will need time to validate claims. Upon submission of complete requirements, the CSC RO concerned will notify you when validation is done and payment can be made.

The Civil Service Commission (CSC) has come out with rules and procedures for the availment of maternity leave, paternity leave, adoption leave, and other leave privileges for civil servants.

CSC Resolution No. 2100020, circularized via CSC Memorandum Circular No. 5, s. 2021, amends the Omnibus Rules on Leave (CSC Memorandum Circular No. 41, s. 1998, as amended).

Specifically, it:

1. Aligns provisions on maternity leave with Republic Act No. 11210 or the “105-Day Expanded Maternity Leave Law” and its implementing rules and regulations;

2. Updates the rule on the grant of paternity leave pursuant to R.A. No. 8187 or the Paternity Leave Act of 1996. It includes rules on the proper filing of an application for paternity leave, and the entitlement of the child's father to overtime pay in case his application for paternity leave is denied due to exigency of the service;

3. Grants the adoption leave of 60 days to government employees who are adoptive parents pursuant to Republic Act No. 8552 or the “Domestic Adoption Act of 1998”.
