About the Kwentong Lingkod Bayani

The Civil Service Commission (CSC) through the Civil Service Institute will be conducting its monthly forum on values program showcasing the exemplary performance of government civil servants demonstrating the public service values on Patriotism, Integrity, Excellence, and Spirituality (PIES).

It is during adversities that individuals and organizations are often challenged in terms of fortitude, resilience, and character. It surfaces the values that are being upheld and championed, which becomes the driving force of individual and organizational persistence towards achieving goals.

The Kwentong Lingkod Bayani will serve as an avenue of insightful sharing of individual and organization experiences and best practices in terms of PIES. The event is targeted to be attended by public servants of government agencies nationwide. This is also the call to civil servants to imbibe change and transform every Lingkod Bayani into PIES Advocates.

More specifically, the Kwentong Lingkod Bayani episode aims to:

1. Appreciate the importance of accepting, applying and advocating the Public Service Values; and,
2. Adopt best practices shared by different Agencies.

Course Description:
This workshop aims to enable participants in strengthening and harnessing the core values of a Public Servant: Patriotism, Integrity, Excellence and Spirituality (PIES) especially in this time of pandemic for the enhancement of their organization’s capability in pursuing strategic leadership and management.

Performance Objectives:
Participants shall be able to build up personal and organization resilience by strengthening the manifestation of the shared public service values in own workplace.

Specific Learning Objectives:
By the end of this course, participants shall be able to:
1. Appreciate the importance of strengthening the manifestation of the shared public service values in maintaining the delivery of public service excellence in times of adversities;
2. Discuss the concepts and principles of public service values and its strategic practice in different government agencies; and,
3. Prepare and commit to implement action plans that will strengthen own practice of the public service values and enable self to advocate its practice in the workplace.

EMOTIONAL INTELLIGENCE AND LEADERSHIP

Coined by John Mayer and Peter Salovey, Emotional Intelligence is the capacity of an individual to understand and manage one’s emotions. It is the measure of how one can easily recognize and become aware of their own emotions, thus, influence others and handle interpersonal relationships. In leadership, emotional intelligence predicts how a leader steers the performance and culture of their organization in the midst of high and low circumstances. Nowadays, EI is a more in-demand requirement among leaders as it is a crucial trait that encompasses wide-ranging leadership functions that goes beyond technical skills. This program aims to develop leadership self-awareness, discover how to strengthen Emotional Intelligence as leaders through a concrete Emotional Intelligence Self-Development Action Plan.

Specifically, by the end of this course the participants shall be able to:

1. Appreciate the value and significance of developing emotional self-awareness and strengthening emotional intelligence in steering organizational relationships and performance.

DEVELOPMENTAL CONVERSATIONS FOR LEADERS

Developmental conversations, in terms of coaching and mentoring, are workplace learning approaches that enable individuals to realize their full potentials. This is a blended course that will guide the participants to effectively conduct developmental conversations with others using a structured approach. This particular course uses group mentoring/coaching to develop mentors/coaches by handholding them through the various stages of the process.

HRM DEVELOPMENT PROGRAMS

 

PERFORMANCE MANAGEMENT FOR PRIME-HRM LEVEL 2

Dates of Conduct: 9-30 March 2021

This course shall enable HR Practitioners on Performance Management of public sector agencies to review their existing Performance Management (PM) Policy and Process and identify areas where customization can be made for it to be more responsive to agency’s specific needs. Participants shall be able to walk through the PM cycle vis-à-vis the PRIME-HRM Level 2 requirements and shall be guided in the development of a customized PM system. Participants shall also be equipped with the competency of administering the PM Process.

Target Participants:
Human Resource Management Practitioners or those with equivalent positions (preferably assigned in Performance Management) from National Government Agencies (NGAs) vying for PRIME-HRM Level 2 in the core HR area of Performance Management.

NGAs are encouraged to send both their Central and Regional Office HRs to help facilitate whole-of- agency approach in learning application.

Performance Objectives:
Participants shall be able to effectively administer a customized Performance Management Policy and Guidelines towards continually improving individual and Agency performance in accordance with the requirements of PRIME-HRM Level 2.

Learning Objectives:
Specifically, by the end of this course the participants shall be able to:
1. Appreciate the value of administering a Performance Management (PM) System that meets the PRIME-HRM Maturity Level 2 requirements;
2. Discuss the purpose, principles and processes in relation to customizing own PM System;
