Our transformation agenda -- to realize efficient and effective human resource management in the public sector -- has driven us to fully adopt the Performance Governance System (PGS).

The PGS is the local adaptation of the Balanced Scorecard developed at the Harvard Business School. It is a performance management and measurement tool that translates vision to actionable strategies and commitments that lead to breakthrough results. Learn more about the PGS.

From our standard efforts to improve public service delivery and good governance and our traditional focus on strengthening the merit and rewards system in the bureaucracy and to promote public accountability, the CSC endeavors to be more citizen and client-centered; to be more strategic in terms of formulating and implementing policies; to be more results-oriented than overly focused on procedures; and to be more empowering and entrepreneurial.

We desire a new CSC – thinking strategically, acting systematically, and delivering the expected results.


CSC is now PGS Institutionalized!

The CSC has hurdled the fourth and final stage of the PGS Governance Pathway: Institutionalization. This means it has satisfied the key elements of the Institutionalization stage which include emerging breakthrough results at the Enterprise Level; integration of PGS elements with existing systems and processes; link of strategy with rewards, recognition and incentives; best practice identification and sharing; and good governance advocacy.



While our transformation process has been painstaking, hard work and persistence have allowed us to reap recognition along the way. The CSC has achieved four Governance Trailblazer Awards from the Institute for Solidarity in Asia (ISA). This award symbolizes our success in achieving our targets and fulfilling our reform agenda.
