19 October 2022 - The Civil Service Commission (CSC) has released the list of the 41 semi-finalists to the 2022 Search for Outstanding Government Workers. The public is requested to send feedback, whether positive or negative, on the shortlisted nominees until 28 October 2022.
There are five (5) individual and eight (8) group semi-finalists for the Presidential Lingkod Bayan Award. For the Individual Category, they are:
Dionisio de Guzman Alvindia, Director IV/Scientist IV of the Philippine Center for Postharvest Development and Mechanization;
- Lilia Tan Habacon, Executive Director III, Philippine Science High School System;

Read more18 October 2022 - A total of 80,805 individuals are expected to troop to 28 testing centers nationwide on 23 October 2022 to take civil service examinations, the Civil Service Commission (CSC) announced.
The CSC expects 63,621 examinees for the Fire Officer Examination (FOE), 10,461 for the Penology Officer Examination (POE), and 6,723 for the Basic Competency on Local Treasury Examination (BCLTE).
Most of the examinees will be coming from Region IX with 9,235 examinees, followed by Caraga Region with 8,633 examinees, and National Capital Region with 8,174 examinees.
Registered examinees of the said exams are advised to check their school assignments using the Online Notice of School Assignment or ONSA at http://erpo.csc.gov.ph/eNOSAv3/. They may also inquire directly with the CSC Regional or Field Office concerned. [CSC directory]
Also available through the ONSA is the Examinee’s Guide, which contains full details on the whole examination process. Examinees must read the guide thoroughly, and avoid sharing a copy to the public as it is only for their exclusive use.
Read more12 October 2022 - The Civil Service Commission (CSC) recently announced the calendar of civil service examinations for 2023.
The Career Service Examination for Foreign Service Officer (CSE-FSO), administered by the CSC in collaboration with the Department of Foreign Affairs-Board of Foreign Service Examinations (DFA-BFSE), will be held on 5 February 2023. Interested applicants may submit their two (2) accomplished forms (FSO Examination Application Form and Civil Service Form No. 100) at the following locations: a) BSE Secretariat, 2nd Floor, DFA Main Building, Roxas Blvd., Pasay City from 13 October to 25 November 2022 (until 5 pm only); or b) Consular Offices within and outside Metro Manila or Philippine Embassies, Consulates, or Mission Boards from 13 October to 18 November 2022 (until 5 pm only).
Attracting the most number of examinees, the Career Service Examination-Pen and Paper Test (CSE-PPT), which includes the Professional and Subprofessional Levels, will be conducted on 26 March and 13 August 2023.
For the 26 March CSE-PPT, the application period will be on 22 December 2022 to 25 January 2023. A special application period for unrefunded examinees of the cancelled 15 March 2020 CSE-PPT is set on 14 to 21 December 2022.
Read more7 October 2022 - A total of 26,307 examinees passed the Career Service Examination-Pen and Paper Test (CSE-PPT) held nationwide last 7 August 2022, the Civil Service Commission (CSC) announced.
Said number represents 18.97% of the 138,703 actual number of examinees who took the test on that day. The Professional Level logged 22,241 passers out of 117,938 examinees or a passing rate of 18.86%. Meanwhile, 4,066 out of 20,765 examinees or 19.58% passed the Subprofessional Level.
The Professional Level passers shall be conferred the Career Service Professional Eligibility, which is appropriate for appointment to first and second level positions in the government service. On the other hand, Subprofessional Level passers shall obtain the Career Service Subprofessional Eligibility, appropriate for appointment to first level positions only. These do not include positions requiring passing professional licensure exams (bar/board) or those requiring eligibilities covered by special laws and issuances.
The first level includes clerical, trades, crafts, and custodial service positions requiring less than four years of college studies; while the second level covers professional, technical, scientific, and managerial positions requiring at least four years of college studies.
Read more7 October 2022 - The Civil Service Commission (CSC) hosted on 5 October the Department of Health’s (DOH) “Sa Boosters: PINASLAKAS” event, which aims to further improve the COVID-19 booster coverage rates in the country.
The event, held at the CSC Central Office in Quezon City, featured a ceremonial vaccination of CSC employees as well as Department of the Interior and Local Government Assistant Secretary Elizabeth N. Lopez de Leon. The vaccines were administered by DOH Undersecretary Dr. Nestor F. Santiago Jr. with medical personnel from CSC and the Quezon City government.
A total of 91 CSC employees, including their family members, were vaccinated for the day.
The CSC’s hosting was a move to show civil servants leading the way in getting COVID-19 booster shots.
Read more28 September 2022 - Registered examinees of the cancelled Career Service Examination-Pen and Paper Test (CSE-PPT) which was supposed to be held on 15 March 2020 may still claim the refund of their PHP500 application fee until 14 March 2025, the Civil Service Commission (CSC) announced.
All unrefunded examinees may file a claim for refund except for those who were accommodated in the conduct of the 7 August 2022 CSE-PPT and have used up their previously paid application fee; and those who will opt to be accommodated in the 26 March 2023 CSE-PPT.
Unrefunded examinees who no longer want to take the CSE-PPT, and those who have taken and passed the 19 June 2022 CSE-PPT and recent Computerized Examinations (COMEX) and paid the application fee for such, can still claim the refund.
Affected examinees may claim the refund in person, either at the CSC Regional/Field Office (RO/FO) where they originally filed their application or through a conduit RO/FO, or file an online claim and receive the money through a payment facility. They shall be asked to submit a filled-out Request for Refund Form (RRF) along with other requirements.
Read more27 September 2022 - The Civil Service Commission’s (CSC) Contact Center ng Bayan (CCB) celebrated its 10th anniversary on 27 September 2022 with a virtual summit, where it bared its accomplishments as one of the Philippine government’s main feedback facilities.
The event, dubbed CCB: Isang Dekada ng Paglilingkod Virtual Summit, highlighted the facility’s decade-long service as the Filipino citizen’s direct line in providing feedback on the efficiency of government service delivery. (Watch the video via CSC Facebook Page or CSC YouTube channel)
Part of the summit was the recognition of top 20 agencies with the highest resolution rate for complaints for the past decade. Leading the pack is the Department of Public Works and Highways with a resolution rate of 98.99% (1,171 resolved out of 1,183 complaints); followed by the Metropolitan Manila Development Authority with 98.55%; Philippine Overseas Employment Administration, 98.32%; Department of Labor and Employment, 97.82%; and Department of Foreign Affairs, 97.35%.

22 September 2022 - The Civil Service Commission’s Contact Center ng Bayan (CCB) will celebrate its 10th year as one of the Philippine government’s main feedback facilities through a virtual summit to be streamed live on 27 September 2022, 2 p.m., on social media.
The event, dubbed CCB: Isang Dekada ng Paglilingkod Virtual Summit, will highlight the accomplishments of the facility together with its partner agencies, and will recognize the 20 top performing agencies with the highest resolution rates for complaints for the past decade.

The contest had two categories: the Individual Category, which was open to all government employees regardless of employment status; and the Group Category, which was open to all public sector employee organizations (PSEOs) registered with the CSC and Bureau of Labor Relations.
Entries were required to reflect the theme, “Transforming Public Servants Toward Resiliency”.

Said eligibility exams include the Career Service Examination-Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels conducted on 13 March and 19 June 2022; and the Fire Officer Exam (FOE), Penology Officer Exam (POE), Basic Competency on Local Treasury Exam (BCLTE), and CSE for Foreign Service Officer (CSE-FSO), all held on 24 April 2022.
Read more14 September 2022 - Almost 3,500 job vacancies in 131 government agencies will be offered at the Government Online Career Fair (GOCF) organized by the Civil Service Commission (CSC) in partnership with online job search portal, JobStreet. The fair will take place from 19 to 23 September 2022.
“Vacancies with the minimum qualification standards and application requirements will be posted for the duration of the GOCF. Applicants from the Philippines or even those overseas who are interested to pursue a career in the civil service may participate by submitting their applications online to their selected agencies,” explained CSC Chairperson Karlo A. B. Nograles.
Some of the vacancies that job seekers can apply to are guidance counselors, administrative aides and officers, revenue officers, engineers, midwives, planning officers, project development officers, nurses, instructors, accountants/auditors, executive assistants, information technology officers, among others.
Read more14 September 2022 - The Commission on Appointments (CA) on 7 September confirmed the renomination of Atty. Karlo A. B. Nograles as chairperson of the Civil Service Commission (CSC).
President Ferdinand R. Marcos Jr. renominated him as the CSC’s chairperson-designate in June 2022.
“From when Chairperson Nograles came in last March, the Commission was full steam ahead in coming up with evidence-based programs and human resource management policies focusing on professionalizing the civil service,” said Commissioner Aileen Lourdes A. Lizada, adding that, “our officials and employees, are eager to continue working with him on the laid-out plans and much-needed civil service reforms.”

1 September 2022 - Weekly online activities and special treats will be available for government workers for the whole month of September in celebration of the 122nd Philippine Civil Service Anniversary (PCSA).
The Civil Service Commission (CSC) has partnered with various government agencies and private establishments to bring health and wellness, skills-oriented activities, and special discounts for civil servants.
On Week 1 or Linggo ng Lingkod Bayani, the CSC will kick-off the month-long anniversary with an online Zumbayani on 1 September which starts at 7:30 a.m. Proceeds of the activity will go to the Pamanang Lingkod Bayani (PLBi) program, a special project honoring civil servants who died in the line of duty.
The registration fee is PHP250 per participant. Upon registration, each participant will receive a voucher with codes to access selected films from the Film Development Council of the Philippines’ website: https://fdcpchannel.ph.
Read more31 August 2022 - Following the success of last year’s Online Zumba, the Civil Service Commission (CSC) invites all government officials and employees and their families who are at least 18 years of age at the time of registration to participate in the 2022 ZumBayani on 1 September.
Proceeds of the activity will go to the Pamanang Lingkod Bayani (PLBi) program, a special project honoring civil servants who died in the line of duty.
Government workers are encouraged to support the PLBi program as help to the families of fellow state employees who lost their lives in the service of the Filipino. Through the program, the family of qualified nominees are provided with one-time financial assistance, as well as scholarship opportunities in partnership with the Philippine Association of State Universities and Colleges.

The Civil Service Commission (CSC) held the Career Service Examination (CSE) Professional and Subprofessional levels in pen-and-paper mode and the Intermediate Competency on Local Treasury Examination (ICLTE) 7 August. It was the biggest turnout of examinees in a single day since the COVID-19 pandemic started in 2020.
The CSE-Professional test was taken by 117,907 or 93.92% of the registered 125,541 examinees. Meanwhile. 20,764 or 93.54% of the 22,199 expected examinees took the Subprofessional level.
In addition, 379 examinees or 87.13% of the 435 registered examinees were able to take the ICLTE.
Read more3 August 2022 - A total of 148,312 individuals are expected to take the Career Service Examination-Pen and Paper Test (CSE-PPT) and the Intermediate Competency on Local Treasury Examination (ICLTE) on Sunday, 7 August 2022, the Civil Service Commission (CSC) announced.
The CSE-Professional test will be taken by 125,640 examinees or 84.96% of the total number of examinees, while the rest will take the Subprofessional level in 67 testing centers nationwide. Meanwhile, 435 examinees will be administered with the Intermediate Competency on Local Treasury Examination (ICLTE).
“We urge all examinees to read Examination Announcements No. 10 and 11 which are already posted in the CSC’s website for all the important reminders as well as to access the required health declaration forms. We have to work together in taking the necessary precautions to avoid the risk of COVID-19 infection in our testing centers,” Chairperson Nograles appealed.

Read more24 June 2022 - The Civil Service Commission (CSC) welcomed the upcoming return of Atty. Karlo Alexei B. Nograles to the agency after President-elect Ferdinand Marcos Jr. renominated him as its Chairperson-designate.
CSC Senior Commissioner Aileen Lourdes A. Lizada said, “We were already off to a good start with Chair Karlo’s earlier brief stint at the Commission. Now that he’s back, I, together with Commissioner Ryan Acosta, as well as the rest of our officials and employees, are eager to continue working with him on the plans and much-needed reforms we had laid down for the civil service.”
According to the Commission, among its plans under Atty. Nograles was to change outdated modes of service delivery through proactive HR policies and programs, digitalization, and upskilling of the government workforce. The Commission pointed out that, due to the fast-changing needs and conditions of the workforce, its priority is to make public service delivery adaptive and agile to ensure continuity even amid crises or emergencies.
Read more22 June 2022 - The Civil Service Commission (CSC) encouraged all eligible government officials and employees to get vaccinated against COVID-19 as a protection against the virus.
In CSC Resolution No. 2200239 promulgated on 16 June 2022, and circularized via CSC Memorandum Circular No. 7, s. 2022, the Commission expressed its support to the government’s National Vaccination Deployment Plan and encouraged government agencies to “adopt strategies and incentives to encourage their employees to comply with the COVID-19 vaccination.”
The CSC, however, stressed that no employee shall be compelled to get vaccinated, whether directly or indirectly such as “being discriminated against in terms of tenure, promotion, training, pay and other non-discretionary benefits, or being forced to take a leave of absence chargeable to leave credits.”
On the other hand, the CSC said that unvaccinated employees who are tasked to do onsite work shall undergo Reverse Transcription Polymerase Chain Reaction (RT-PCR) testing and present a negative result thereof, at a frequency to be determined by the head of agency, but “which should be at least once every two weeks” in accordance with IATF Resolution No. 149, s. 2021 issued on 18 November 2021.

Examinees may already check their school assignments by checking the Online Notice of School Assignment or ONSA on the CSC website at www.csc.gov.ph or inquiring with the concerned CSC Regional Office. They are also strongly advised to read the “Examinee’s Guide in Taking CSE-PPT” to be familiar with the whole examination process.
As a must, examinees must wear a face mask upon entry and at all times within the testing venue. Fully vaccinated examinees must bring a proof of full vaccination; if otherwise, they must present a negative RT-PCR/saliva/antigen test result.
Read more11 June 2022 - As the nation gears up for the celebration of the 124th Philippine Independence Day on June 12, the Civil Service Commission (CSC) urged civil servants to be ‘future-ready’ and be prepared for new challenges that could affect public service delivery in the future.
The celebration, with the theme, “Pagsuong sa Hamon ng Panibagong Bukas” (Rise Towards the Challenge of a New Beginning), is a call for government workers to embrace change and adjust to new realities, especially as the country emerges out of the COVID-19 pandemic and onto the so-called “new normal”.
The CSC emphasizes that civil servants’ ability to be agile in the face of changes in the workplace is a crucial factor that can determine the quality and effectiveness of the government’s programs and services.
Read more6 June 2022 - Flexible work arrangements in the public sector may now be adopted anytime.
This was approved by the Civil Service Commission (CSC) in CSC Resolution No. 2200209 promulgated on 18 May 2022. The policy will take effect fifteen (15) days after its publication (31 May 2022), or on 15 June 2022.
The CSC emphasizes that flexible work arrangements are subject to the discretion of the head of agency on the condition that all their stakeholders are assured of continuous delivery of services from 8:00 AM to 5:00 PM.
Read more31 May 2022 - With the country observing Flag Days from 28 May to 12 June, the Civil Service Commission (CSC) reminded government workers of their duty to respect the Philippine flag as an act of patriotism.
“As civil servants, we should be living exemplars of patriotism. Not only is it part and parcel of the public nature of our jobs, but also because it is mandated by law," said CSC Chairperson Karlo Nograles.
"This is why patriotism is one of the core public service values, together with excellence, integrity, and spirituality.”
All officials and employees in the CSC Central Office except for those under Job Orders and Contracts of Service shall observe the work-from-home (WFH) arrangement on 25 May 2022 due to the heavy traffic condition around Batasan Hills because of the canvassing of votes in Congress for President and Vice President.
In this regard, clients are advised to use online services on the said date in transacting with the CSC.
Read more20 May 2022 - The Civil Service Commission (CSC) warned the public against responding to a fraudulent spam email purportedly sent by Chairperson Karlo Nograles, in which the CSC chief requests assistance with the distribution of gifts.
The email reads: “Good morning. I have selected some of the staff to receive gifts for their hard work and I’ll be needing your assistance. I don’t know your schedule for today, so let me know if you’re able to assist me with this task. Your confidentiality will be appreciated. I wouldn’t want to ruin the surprise. Thanks. Regards, KARLO ALEXEI B. NOGRALES, Chairman”
The CSC stressed that said email did not originate from Chairperson Nograles nor his office.
17 May 2022 - The Civil Service Commission (CSC) reminded government agencies that, as a general rule, appointments issued after the 9 May election up to 30 June 2022 shall be disapproved or invalidated.
The CSC advised outgoing elective and appointive (coterminous with the President) officials who act as appointing authorities that issuing appointments during the said period are only allowed under the following conditions:
Read more16 May 2022 - Examinees who took the Career Service Examination-Pen and Paper Test held 13 March 2022 may now check whether they passed the test or not through the Civil Service Commission (CSC) website at www.csc.gov.ph.
On the right-hand side of the CSC website homepage, the examinee can click on “Examination Result” to access the List of Passers per level of exam and region. Only the names of passers can be searched from the list; if an examinee’s name cannot be found, it means they failed the test.
The CSC advised passers that they may claim their Certification of Eligibility (printed on CSC letterhead, free of charge) through the CSC Regional Office (RO) or Field Office (FO) by 13 June 2022. Read more5 May 2022 - The Civil Service Commission (CSC) on Thursday reminded government employees that they have less than one month left to prepare and submit their 2021 Statements of Assets, Liabilities, and Net Worth (SALN) with their respective departments, agencies, or offices, and urged them not to wait until the 30 May 2022 deadline.
CSC Resolution No. 2100339, circularized via Memorandum Circular No. 6, s. 2021, specifies the guidelines for the filing and submission of SALNs during exceptional circumstances or when the country is placed under a state of calamity and/or emergency. It allows online oath-taking and online filing of the SALN by all public officials and employees.
The guidelines also state that “all public officials and employees or those in affected area/s are given additional period of thirty (30) days from 30 April of such year within which to comply with the filing of the SALN.”

This was stressed by Civil Service Commission (CSC) Chairperson Karlo Nograles on Labor Day, as he saluted government workers and emphasizes the value of protecting their interests.
“Today as we honor Filipino workers whose labors help lay the very foundation upon which our nation’s progress rests, let us not forget our public officials and employees who—day in and day out, in times of peace or in periods of crisis—keep the government machinery running in order to deliver the public’s much-needed programs and services,” said the CSC Chair.
26 April 2022 - A total of 13,131 examinees turned up for the rescheduled civil service examinations held on Sunday, 24 April, in different parts of the country.
The number of takers represents 73.60% of the expected total number of examinees previously reported at 17,840.
The exams administered were the Career Service Examination for Foreign Service Officer (CSE-FSO), originally scheduled on 12 September 2021 in nine testing centers; the Fire Officer Examination (FOE), Penology Officer Examination (POE), and Basic Competency on Local Treasury Examination (BCLTE) originally scheduled last 10 October 2021.

30 March 2022 - The Civil Service Commission (CSC) and the Department of Health (DOH) will hold a free town hall meeting to promote Mental Health Program (MHP) in the Workplace on 6 April 2022, 8:30 a.m., via Zoom.
The joint CSC-DOH town hall meeting aims to promote the importance of mental health in the workplace and re-orient agencies on CSC Memorandum Circular No. 4, s. 2020, which contains the Guidelines on the Development of Mental Health Program in the Public Sector.
The activity will guide participants on establishing their agency’s MHP and on addressing challenges in the MHP implementation.
Read more25 March 2022 - Amid the celebration of National Women’s Month this March, the Civil Service Commission (CSC) urged government agencies to reassess their human resource (HR) systems and policies toward ensuring a more inclusive and supportive workplace for women.
The CSC said that women comprise 55% of the civil service (pegged at 1,755,424 as of August 2021), and are and should be treated as essential partners in governance and nation-building.
CSC Chairperson Karlo Nograles said that, while economic participation of women in the civil service can be considered high, there is a need to take a deeper look into how they are actually faring at work. “Are there factors making it harder for women to go up the career ladder? Do women find it doubly challenging to keep up with the demands of work, considering their multiple roles in the household and at the office? Are there open communication lines and formal systems in place that can encourage women to speak up about sexual harassment, prejudice, and other workplace issues?”
Read more17 March 2022 - Civil Service Commission (CSC) Chairperson Karlo Nograles said that he wants to modernize public service delivery and professionalize the civil service as the new chief of the central human resource agency of the government.
In his first formal address as CSC chair last 14 March during the agency’s nationwide flag raising ceremony, Chairperson Nograles said that the last two years have taught people that “there is no returning to the pre-pandemic way of business” and that having “technology-based, streamlined, and accessible processes” enabled the government to be flexible and continue providing its services during the height of the pandemic.
“I want to change outdated modes of service delivery. We digitize what can and should be digitized; we upskill our entire workforce to be digitally literate, and adaptive and agile in internet-based service delivery and learning. Digital solutions should empower and not intimidate our civil servants,” he said.

Read more13 March 2022 - The Civil Service Commission (CSC) held the Career Service Examination Professional and Subprofessional levels in pen-and-paper mode today, 13 March, in 77 testing centers nationwide. It was the biggest conduct of the civil service exams in a single day since the COVID-19 pandemic started.
Actual examinee turnout was 70,799, which is 91.66% of the total number of registered examinees at 77,241. No significant issues were reported among the examiners and examinees alike, and we thank everyone for their cooperation with the health and safety protocols we put in place. Our gratitude goes, most especially, to our partners in the local government units, the teachers who served as room examiners and proctors, and all those who assisted the CSC in the administration of the exam.
This is a positive development as we work on increasing our testing capacity in order to accommodate more Filipinos who aspire to obtain civil service eligibility and join the public sector workforce.
11 March 2022 - "The Civil Service Commission (CSC) commends the Anti-Red Tape Authority (ARTA) on its launch of the eARTA Complaints Management System, which would automate the process of filing and handling of complaints about government services."
The statement was made by CSC Chairperson Karlo Nograles as ARTA soft launched the eARTA Complaints Management System (CMS) on Monday.
"The eARTA CMS will make it easier for the public to provide feedback on government services, for agencies to monitor and track the status of complaints, and to achieve zero backlog in complaints handling," said the CSC chief.
Read more11 March 2022 - A total of 75,540 individuals are expected to take the Career Service Examination-Pen and Paper Test (CSE-PPT) in 77 testing centers on Sunday, March 13, the Civil Service Commission (CSC) announced.
Region IV (Southern Tagalog) will have the highest number of examinees at 10,884, followed by 10,392 examinees from Region VI (Western Visayas), and 7,924 examinees from Region XI (Davao Region). The CSE-Professional test will be taken by 61,075 examinees or about 81% of the total number of examinees, while the rest will take the Subprofessional level.
Chairperson Karlo Nograles announced that the CSC has relaxed its rules considering the low number of COVID-19 cases nationwide.
11 March 2022 - In view of the conduct of “Bayanihan, Bakunahan National COVID-19 Vaccination Days, Part IV” on 10 to 12 March 2022, the Civil Service Commission (CSC) reminds government employees that absences incurred on the day of an employee’s COVID-19 vaccination may be considered as an excused absence.
An advisory signed by Chairperson Karlo Nograles referred to CSC Memorandum Circular No. 16, s. 2021, which states, “Absence from work during the day of inoculation of the first and second dose of COVID-19 vaccine, including future booster shots, whenever applicable, shall be considered as an excused absence.”
The memo circular also allows the filing of excused absence if the absence is due to the required treatment or for a recuperation period from adverse events following immunization (AEFI) of the first or second dose of COVID-19 vaccine or booster shot.

Based on reports received by CSC through its Contact Center ng Bayan (CCB), majority of complaints related to the quality of government frontline services were about “slow service” and it consistently ranked as the topmost concern since 2013.
CSC Commissioner Aileen Lourdes A. Lizada reminded agency heads to strictly implement the prescribed processing times under Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. Under the said law, applications or requests must be acted upon within three (3) working days for simple transactions; seven (7) working days for complex transactions; and 20 working days for highly technical transactions or for applications or requests involving activities which pose danger to public health, public safety, public morals and public policy.
Read more4 March 2022 - The Civil Service Commission (CSC) said that examinees of the Career Service Examination-Pen and Paper Test (CSE-PPT) to be held on 13 March 2022 must wear a face mask and face shield or be denied entry to the testing venue.
The CSC clarified, though, that examinees may lift or remove the face shield during test proper to maximize good vision and reading of the test materials. But, examinees must strictly wear their face mask for the entire duration of the examination.
In its Examination Advisory No. 02, s. 2022, the CSC also said that vaccinated examinees must present the original or a digital copy of their vaccination card/proof of full vaccination, such as the VaxCert; while those unvaccinated or partially vaccinated must present a negative RT-PCR, saliva, or antigen test result. Fully vaccinated individuals coming from local government units requiring RT-PCR, saliva, or antigen testing must also present a negative result.

Markson B. Mejia, a former teacher at Celestino G. Tabuena National High School, introduced a variety of teaching tools and methods to spark the interest of students on Mathematics and dispel their fear of numbers. He created a fun learning environment where students could memorize and apply formula and problem-solving techniques through games, puzzles, and jingles.
He was both methodical and inclusive in monitoring and ensuring his students’ progress. He launched his advocacy project, “No More Dyscalculia, Kayang-Kaya ang Mathematika”, to help students with numerical learning disabilities. Through diagnosis of his students’ level and learning needs, he was able to identify the appropriate strategy for high performers and slow learners alike.

Interested applicants must communicate/coordinate with the CSC Regional Office, or CSC Field Office, where they intend to take the examination for information/details regarding the mode/s of filing application and the corresponding procedures. TO : ALL REGISTERED EXAMINEES OF THE 15 MARCH 2020 CAREER SERVICE EXAMINATION – PEN AND PAPER TEST (CSE-PPT)
SUBJECT : Resumption of Refund of Examination Fee for the Cancelled 15 March 2020 CSE-PPT
It can be recalled that the Commission, through Resolution No. 2100304 dated 5 April 2021, has decided to cancel the conduct of the 15 March 2020 Career Service Examination – Pen and Paper Test (CSE-PPT), and to refund PHP500 examination fee of the registered examinees. In the said Resolution, the examinees have until December 2021 to file for their refund.
Subsequently, in CSC Resolution No. 2200248 dated 28 June 2022, the Commission has approved to allow and accommodate the registered examinees of the cancelled CSE-PPT to take the 7 August 2022 or 26 March 2023 CSE-PPT. Unrefunded examinees who do not wish to take the CSE-PPT or have taken/passed the 19 June 2022 CSE-PPT or Computerized Examinations (CSC-COMEX)1 conducted from May to July 2022, shall be allowed to claim their refund until 14 March 2025.

SUBJECT : Re-scheduling of the CSE-FSO to 12 September 2021
Please be advised that the conduct of the Career Service Examination for Foreign Service Officer (CSE-FSO) will be re-scheduled from 22 August 2021 to 12 September 2021.
The re-scheduling is in light of the Enhanced Community Quarantine (ECQ) implemented in the National Capital Region (NCR) from 6 to 20 August 2021. Said ECQ period affects significant portion of the supposed allotted time for preparatory/administrative requirements and procedures for the conduct of the exam especially at the CSC Central Office level.
Moreover, the limitation in mobility brought about by various restrictions implemented during ECQ would certainly affect the bulk of examinees that come from NCR. Please be guided accordingly.

SUBJECT : Refund of Examination Fee for the Cancelled 15 March 2020 CSEPPT
The Commission, through Resolution No. 2100304 dated 5 April 2021, has decided to cancel the conduct of the CSE-PPT, which was originally scheduled on 15 March 2020, and to refund the PHP500 examination fee of the registered examinees.
Please be guided by the following procedure on how to claim your refund:
Availing of the refund shall be within the period of May to December 2021. There shall be two (2) modes of claiming the refund.

Due to the Corona Virus Disease (COVID-19) continuing pandemic, general community quarantine (GCQ)/modified general community quarantine (MGCQ) over the entire country has been effected. The GCQ/MGCQ shall be observed with new normal conditions such as physical distancing, reduced capacity of public transportation, and restriction on mass gatherings. In light of this, please be advised that the conduct of the following civil service examinations via the pen and paper test (PPT) for CY 2020, is hereby CANCELLED:

TO : ALL EXAMINEES CONCERNED OF THE DECEMBER 6, 2019 CSC COMEX IN CSC RO II
SUBJECT : Suspension of Conduct of December 6, 2019 CSC COMEX in CSC RO II
Please be advised that the conduct of the Career Service Examination (Professional Level) via the CSC Computerized Examination (CSC COMEX) on December 6, 2019 in CSC Regional Office (RO) II, Tuguegarao City is suspended due to continuous rains and rapid rise of the Cagayan River causing massive flooding in the provinces of Cagayan and Isabela.
Also, there are parts of the national highways of Cagayan and Isabela that are no longer passable by vehicles.
Lastly, water will be released from Magat Dam by 6 a.m. on December 6, 2019 based on advisory issued by the National Irrigation Administration.
Hence, the suspension of the December 6, 2019 CSC COMEX in CSC RO II as a preemptive measure to ensure the safety of all concerned especially the examinees.
The CSC shall issue another advisory on the resetting of the examination, which shall be posted on the CSC website www.csc.gov.ph and CSC COMEX website www.comex.csc.gov.ph.

SUBJECT : Inaccessibility of COMEX During Online Slot Reservation
In the Examination Slot Reservation, the COMEX system will notify registered users of online offerings including the type of examination, number of slots, date and time of personal appearance, date and time of examination, and examination venue. A registered user or applicant can choose from any of the available schedules and reserve an examination slot.
During the date and time of Online Reservation, applicants may encounter difficulty in accessing the COMEX system due to “Gateway Timeout”. This may be attributed to the simultaneous access of applicants and network/connectivity concern. Besides, thereare only a maximum of 20 COMEX slots available. Thus, the system will automatically become inaccessible once the slots are taken.
We apologize for your inconvenience. Rest assured that we are continuously exerting efforts to improve our system to serve you better.
You may try reserving a slot in our succeeding online reservation schedule.
