As per the latest news release entitled "CSC imposes suspension for indirect contempt" dated August 30, 2017,
there is now a new 2017 Revised Rules on Administrative Cases in the Civil Service with amendments and additions.

However, upon browsing the CSC website, the RRACCS file is not updated
and is still the 2014 edition. (LINK: csc.gov.ph/2014-02-21-08-28-23/pdf-files/category/204-rraccs )
We called up the CSC Regional Office XI but apparently the Division Heads are away on official business,
and though the new RRACCS have been cascaded recently, no document has been endorsed yet.

Kindly confirm if the 2017 RRACCS is already on effect or should we still use the 2014 RRACCS as the legal basis?

The 2017 Rules on Administrative Cases in the Civil Service (RACCS) became effective on August 17, 2017. Therefore, can be used in resolving cases starting on said date. The electronic copy of the 2017 RACCS will soon be uploaded in the CSC Website. Thanks.

As per verification, the 2017 RACCS is now available at the CSC Website. Please click on 'Issuances' - 'Policy Resolutions' - 'Publish Resolutions and finally '2017 Folder.'

Please be informed that the 2017 Rules on Administrative Cases in the Civil Service (2017 RACCS) took effect on August 17, 2017 after fifteen (15) days of publication in a newspaper of general circulation. The 2017 was published on August 2, 2017.

You may download a copy of the 2017 RACCS in our website at csc.gov.ph. Please search Issuances, then click policy resolution (2017).
