I would like to inquire as to what administrative case can be filed against a superior who uses foul and disrespectful language causing anxiety and demoralization
of his employees; a superior who always speak with discourtesy towards low-salaried employees.

May I reiterate my request as to what administrative case may be filed against a superior who abuses his position by uttering grossly foul language against his subordinates. mADALAS SINISIGAWAN AT PINAGMUMURA ANG MGA STAFF NA WALANG DAHILAN

Hi,
Rule X of the 2017 Rules on Administrative Cases in the Civil Service provides for the different administrative offenses that may be committed by officers or employees of the civil service. These offenses gives rise to the filing of administrative cases against such erring officer or employee. Among these offenses are the grave offense of Oppression which is punishable by suspension of 6 months and 1 day to 1 year for the first offense; Discourtesy in the Course of Official Duties which is a less grave offense punishable by suspension of 1 month and 1 day to 6 months for the first offense; and Simple Discourtesy in the Course of Official Duties, a light offense punishable by reprimand for the first offense.
