Good day ma'am/sir.
I am a government employee. I would like to ask if refusal to an order requiring an employee to undergo face to face seminar/training during this covid pandemic for fear of getting infected warrants an administrative disciplinary action?

Good day! As a matter of policy, the Commission does not render opinions or rulings on queries that may later on be the subject of a complaint or case especially so if the materials facts are not so stated as in this case. Nonetheless, as a general rule, refusal to obey or comply to a lawful order of the head of office is an actionable offense. However, whatever apprehensions that the employee may have regarding compliance to such an order may be properly communicated to the head of office to avoid any administrative violation. This is especially true given the current pandemic situation.
