Question penalty of fine

if an employee was given a memo due to a work mistake...in 2015....no penalty then was given...then this same employee was promoted in 2017....then in march2018 the head of the agency has ordered a penalty of fine basing on a memo in 2015...copy furnished the hr dept...is it the right due process?
can the employee protest on the five thousand peso fine? thank you.

Action Officer replied the topic: penalty of fine
Assuming that you are a government employee, there must be due process. The person must be given an opportunity to give his/her side of the case before any penalty can be imposed. The decision must be issued by the disciplining authority.
