Dear Sir/Madam:

I am a Civilian Supervisor and I would like to ask what disciplinary action could be undertaken if a civilian employee frequently neglect to attend the Flag Raising on Mondays and Flag Retreats on Fridays. What particular Civil Service Rules and Regulations are violated and what kind of offense is applicable.

Please be informed that as a matter of policy, the Commission does not render opinions or rulings on issues that may eventually be the subject of a complaint or appeal before it. This is so especially when there are material facts necessary to the judicious adjudication of the issue which are not fully represented or substantiated as in this case.

The sanction on habitual absences in Flag Raising and Retreats shall correspond to the CSC prescribed actions relative to Violation of Reasonable Office Rules and Regulations as provided for under the 2017 Rules on Administrative Cases in the Civil Service (Rule 10, (F) 3 of Section 50).

We hope that you will be guided accordingly.
