Good day!

I just want to inquire about my co-worker's case named Diana. She is a single mom for 11 years but still married with a child. Her husband had abandoned them by not totally giving support even to their child. All those years she became the father and mother at the same time. Five years ago he met this guy on same government agency who is single and eventually they had an affair. After 2 years of their relationship she gave birth to their child. And now they are living together while her former husband has also a live in partner. However, before that subsequent relationship with other partners, they have already agreed na wala na silang pakialaman sa isa't isa. That is why no one complains on the present situation.

However since Ana and her live in partner are government employees and have a child, can they be charged of immoralify, considering Ana and her first child were 11 years abandoned by his former husband without valid reason? And said situation does not even contribute or cause hindrance to perform their duties as governnment employees?

Please be informed that as a matter of policy, we do not render opinions or rulings on issues that may eventually be the subject of a complaint or appeal before the Commission.

Notably, Disgraceful and Immoral Conduct as an act which violates the basic norm of decency, morality and decorum abhorred and condemned by the society. It is that conduct which is willful, flagrant or shameless, and which shows a moral indifference to the opinions of the good and respectable members of the community.
