Question CSC Resolution

An official of GOCC has extended service after his 65th birthday last 2017. Currently, CSC released a resolution declaring the extension NULL & VOID, meaning his authority has ended on his 65th birthday last year. Does this mean that all documents approved/signed by this official like Purchase Requisitions, Purchase orders, Appointments, etc are also considered null & void considering that he has no authority over them?

Please be informed that as a matter of policy, the Commission does not render opinions or rulings on issues that may eventually be the subject of a complaint or appeal before it. This is so especially when there are material facts necessary to the judicious adjudication of the issue which are not fully represented or substantiated as in this case.

The Commission however may, in meritorious cases, extend the services of one who has reached compulsory retirement age of 65 years for a period of six (6) months. It is, thus, clear that a government official or employee is deemed separated from the service upon reaching his/her 65th birthday without an approved extension of service from the Civil Service, therefore, he/she is deemed separated from the service on his/her 65th birthday. Any documents signed by him/her are considered not in order.
