Good day...

As a member of the office placement committee, we would like to inquire about the submitted scholastic records of the applicant for the position of Division Chief. The said applicant is at present the Officer-In-Charge of the Division (designated March 2015) and is still receiving RATA (expired June 2017) It was found out that the school records (collegiate and masteral) such as diploma and transcript of records were falsified. For verification, this committee inquired from CHED the authenticity of said documents. The CHED noted the same inconsistencies of the school records, this includes discrepancies on the dates of graduation and signatories of said records. Thus, the office placement committee submitted a resolution of non-qualification to the said position to the top management (Central Selection Board). However, the Central Selection Board insisted to further the inquiry by requiring the applicant to submit an explanation on the said inconsistencies.

Based on the above situation, this office placement committee would like to inquire what appropriate administrative action/s will be imposed against the said applicant.

Good morning, as regards your query, please consider the following:

1. The action of submitting falsified documents relative to an application for promotion may result in the prosecution for the offenses of Serious Dishonesty and Falsification of Official Documents.

2. Under Section 10, 2017 RACCS, Administrative proceedings may be initiated by the disciplining authority motu proprio or upon complaint of any other person.
