With the recent memo of CSC on attendance, a national agency required its field personnel to use the biometrics machine or log book of the City/municipal Local Government Unit while at the provincial level, a Biometrics machine have been provided by the said National Agency to its Provincial personnel. Question: Is it proper that an NGA use the machine by an LGU when it will alter/modify/change the system use by the LGU by introducing personnel not employed by the said entity, which can be defined as administrative control. The NGA could provide the machine or NGAs operating on that LGU could share so that the CSC could be assured that everybody are in compliance.

Good day! There is no existing prohibition under Civil Service rules on the sharing of biometrics machine by a local government unit with a national government agency. While the terms of agreement rest upon the parties, they should ensure that the machine or its software will retain the integrity of gathering time entries of the employees from the LGU and the NGA.

Thanks for the reply and since you mentioned about terms of agreement will it mean that prior to the sharing of the machine the two parties should have memorandum of agreement or documents stating the approval of the two parties

It is advisable that a memorandum of agreement be executed by the parties concerned, primarily in order to secure the data that will be gathered from the bio metrics machine and to ensure that proper procedure are established in managing the same.

Since the word is only "advisable" the CSC has no guidelines yet if there's a need really of a MOA. So in the absence of MOA, a memo of the Agency directing their personnel to use the Bio metrics Machine of LGU suffice in the legality to encroach on the system. Anyway thanks, maybe CSC will issue such guidelines since many NGA has operationg units, Civilians, Uniformed,Non-Uniformed personnel, Job Orders, Contract of Services in those Areas.

Many government offices entered their time entries using biometric machine or finger scan. As to the possible encroachment on the system due to sharing of biometric machine, the government offices are also encourage the maintenance of the Logbook of Daily Record of Attendance in every Office for record and validation purposes
