May I please inquire if foreign posts are still within the jurisdiction of CSC?

Employees stationed at Philippine Embassy in another country like:
POLO- OWWA welfare officer
Embassy Clerk
Security officer
Etc

Good day, Sir!

Please be informed that as a policy, the Commission does not render opinions/rulings on issues that may eventually be the subject of a complaint or appeal before it. This is especially so if the material facts necessary to a judicious adjudication of the issues are not fully presented or substantiated as in this case. Nevertheless, we will cite the pertinent provision/s under the Civil Service rules and applicable jurisprudence that will best answer your query/ies.

Section 12 (11), Chapter 3, Subtitle A, Title I, Book V of the Administrative Code of 1987 specifically provides that: SEC. 12. Powers and Functions. — The Commission shall have the following powers and functions . . . Hear and decide administrative cases instituted by or brought before it directly or an appeal, including contested appointments, and review decision and actions of its offices and the agencies attached to it. Officials and employees who fail to comply with such decisions, orders, or rulings shall be liable for contempt of the Commission. Its decisions, orders or rulings shall be final and executory. Such decisions, orders, or rulings may be brought to the Supreme Court or certiorari by the aggrieved party within thirty (3) days from receipt of a copy thereof;”

In other words, the Commission has disciplinary jurisdiction over all government officials and employees who are not appointed by the President.
