Sir,

We are glad to seek advise from your good office. We are a Local College and created pursuant to a local ordinance, however, the Commission on Higher Education (CHED) require us to amend our ordinance (CHARTER) on the position of our School Head from College Administrator to President. The problem is, the position title of President is allowed only to State Colleges and Universities (SUC's). this is a national position. How can we create such position title? (from national to Local occupational groupings) and what happened to our present College Administrator a position held by an incumbent head of the College?

Your advise will greatly help us for our accreditation with the CHED.

It appears that your query involves procedures relative to recruitment and appointment, thus, we suggest that the matter should be addressed to the Human Resource Policies and Standards Office (HRPSO), this Commission, as it is the Office which is in charge with development of policies, setting-up of strategic guidelines and procedures relative to recruitment, qualification standards, and appointment. Also, in view of the publication of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions, the HRPSO is in the better position to render an appropriate action on the matter.
