Question Two year service requirement for study leave

CSC MC No. 21, s. 2004 provides for the amendment of Sec 68 of CSC MC No. 14, s 1999 relative to the guidelines on Study Leave.

Sec. 68, par. II (3) provides " the employee must have rendered at least two (2) years of service with at least very satisfactory performance for the last two rating periods immediately preceding the application;"

I have been hired by an NGA since February 2016 with a Contract of Service (COS). My appointment became permanent in June 2016 until December 2016. But it was then invalidated by the Civil Service Commission effective January 1, 2017 due to the prohibition of appointments during elections (Election Ban). I was then hired again for COS from January - July 2017. I was then reappointed to the same position that was invalidated on August 2017 until the present. Prior to this, I worked for an LGU from December 2011 until January 2016 with a permanent appointment.

Questions:
1. Am I eligible to apply for the study leave starting June 2018?
2. Does the memorandum require 2-year CONTINUOUS service or intermittent service is okay as long as it sums up the minimum requirement of 2 year service?
3. Is the COS the same as coterminous appointment contemplated in Sec. 68, par. II (7) of the above-mentioned Circular?
4. Are there any jurisprudence or CSC decisions related to the circumstances stated above?
