Can I clarification why some agency are submitting vacant position to your good office and are in fact they have already people especially relatives or someone close to be placed on the vacant position once approved? Has these already been observe? some are posting vacant positions in their respective website just for formality so that you can say they are following CSC's rules and guidelines in employing people. There are also times they are accepting application from applicant but nothing happens after seeing the vacant post around the agencies ground after a week or a couple of months knowing the application has all the requirement and eligibility for the vacant positions.

With respect to your first query, please be informed that Section 3 of Republic Act No. 7041 AN ACT REQUIRING REGULAR PUBLICATION OF EXISTING VACANT POSITIONS IN GOVERNMENT OFFICES, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES, requires all government agencies to post their vacant plantilla positions, to wit:

"Sec. 3. Publication of Vacancies. — The Chairman and members of the Civil Service Commission shall publish once every quarter a complete list of all the existing vacant positions in the Government throughout the country, including the qualification standards required for each position and, thereafter, certify under oath to the completion of publication. Copies of such publication shall be sold at cost to the public and distributed free of charge to the various personnel offices of the government where they shall be available for inspection by the public: Provided, That said publication shall be posted by the Chief Personnel or Administrative Officer of all local government units in at least three (3) public and conspicuous places in their respective municipalities and provinces: Provided, further, That any vacant position published therein shall be open to any qualified person who does not necessarily belong to the same office with the vacancy or who occupies a position next-in rank to the vacancy: Provided, finally, That the Civil Service Commission shall not act on any appointment to fill up a vacant position unless the same has been reported to and published by the Commission"

As to your query that the posted positions were already filled up and posting is just a formality. Please take note that the Commission assumes that when a position is posted in the web site of the Commission it is actually vacant. The same can be verified through the minutes of the Personnel Selection Board and other documents that will submitted latter on before the CSC field office.

With regard to your last query, we suggest that you make a follow up in writing before the HR regarding status of the application. It is incumbent upon them to reply within 15 days as to the status of the application.
