The Commission noted that Local Government Units interchangeably used the parenthetical position titles of some department head positions. LGUs should used the position titles prescribed under RA No. 7160 for purposes of appointment to department head positions. If the position title is based on law, the qualification standard enumerated thereat should be used. On the other hand, CSC MC No. 5, 2016 should be harmonized with RA No. 7160. The prevailing QS for appointment for the positions enumerated under RA No. 7160 should prevail.
