Question rules on leave

I would like to ask po if it is right to deduct from my salary the unapproved leave. My situation is this: I filed an application for leave on sept. 4 for a vacation on sept 7 and 8. The next day I asked our HRMO on the status of my application. She informed me that it was already approved, I ask for a copy of it but she refuses to give for the reason she has to compute first my leave credits. Then on sept. 6 again I ask the copy of my leave but our hr said she will furnished me later. Then I received a travel order from the office of the mayor instructed me to attend to a meeting on sept. 7. I informed them that I have filed a leave on that day. Then on sept. 7 I am on leave. After I have leaved on sept. 11 our hr informed me that my application was disapproved. I was suprised I thought It was approved already. Until this date they never returned my disapproved application. And they consider it as absent and they deducted my salary for that leave of absence.

Yes. An official/employee who is absent without approved leave shall not be entitled to receive his/her salary corresponding to he period of his/her unauthorized leave of absence. It is understood, however, that his/her absence shall no longer be deducted from his/her accumulated leave credits, if there are any. - Sec. 50, Rule XVI, CSC MC No. 41, s. 1998 dated December 24, 1998.

Leave of absence for any reason other than illness of an official or employee or of any member of his immediate family must be contingent upon the needs of the service. Hence, the grant of vacation leave shall be at the discretion of the head of department/agency. - Sec. 52, Rule XVI, CSC MC No. 41, s. 1998
