We would like to suggest in your good office to adopt the policy on having
APPEND TO THE NAMES OF ALL PASSERS IN THE CIVIL SERVICE EXAMINATIONS in the purpose of having professionally identified and being highly recognized as well as conveys impression to the public of being holders of Civil Service Eligible who works in the private sector specially in the government service as to defined the said holder of first level and second eligibilities are mentioned below as follows.
To be simplified and easily identified the holder of eligibilities be categorized as First Level and Second Level.
First Level (All Passers of Career Service Sub-Professional Examinations and other eligibilities under first level)
Second Level ( All Passers of Career Service Professional Examination, Civil Service Foreign Officer Examination, Civil Service Fire Officer Examination, Civil Service Penology Officer Examination and Civil Service Meat Inspector Eligibility and other eligibilities under Second Level).
Civil Service Examinations is a high standard examination in the land because it has eighty (80 %) percent passing score in all exams rendered by the government such obtain eligibility as well as many of filipino servants passed civil service exams such as to be described for the proposed append after the name of a CS eligible as to descrebed below.
Definition of Terms:
FIRST LEVEL PASSERS/ELIGIBLE: Eligibilities resulting from Board examinations which require less than four (4) years of college studies shall be appropriate for appointment to positions for which the examinations were given, and to other first level positions not covered by other Board/special laws, and/or those that require other special eligibilities as may be determined by the Commission, or those that require licenses such as those positions listed under Category IV of CSC MC No. 11, s. 1996, as amended. (Provided under Item No. 7, Part V of the Revised Policies on Qualification Standards)
SECOND LEVEL PASSERS ELIGIBLE: Eligibilities resulting from Bar/Board examinations which require completion of a bachelor’s degree shall be considered appropriate to positions for which the examinations were given, and to other first and second level positions not covered by Bar/Board/special laws, and/or those that require other special eligibilities as may be determined by the Commission, or those that require licenses such as those positions listed under Category IV of CSC MC No. 11, s. 1996, as amended. Sub-Professional Eligibility : The Sub-Professional Eligibility qualifies you for first level positions such as clerical, trade, and custodial service positions which require less than four years of college education.
Professional Eligibility,: The Professional Eligibility, on the other hand, qualifies you not only for first level positions but also for second level positions such as professional, technical, and scientific positions which require four years of college education. (Take note that you need to be a graduate of a four year course to be eligible for second level positions.)

To be easily identified in using append the holder or passers of different types of CS examination/eligibilities shall be categorized into (2) two First Level and Second Level.
ALL FIRST LEVEL PASSERS/ELIGIBLE shall be used append :
CAREER SERVICE FIRST LEVEL ELIGIBLE (CSFLE) or to be appeared as append such as like this JUAN C. DELA CRUZ,

ALL SECOND LEVEL PASSERS ELIGIBLE shall be used append ;

Firstly using
APPEND in the last name of each eligible who are passed different types professional exams was already implemented by the
PROFESSIONAL REGULATIONS COMMISSION like passer of exam to name a few has append after their name like MD (Medical Doctors), RN (Registered Nurses), ENGR (Enginners) RPT( Registered Physical Therapies) and LPT (Licensed Professional Teacher) which the required passing score is Seventy Five (75%) which the

Secondly, using APPEND in the last name of each eligible are already used in CIVIL SERVICE COMMISSION but only for those who passed the THIRD LEVEL ELIGIBLE EXAMINATION such as passers for Career Executive Service Board (CESB) who used currently append using such as CESO respectively.
We will
HOPE and PRAY that the MAJORITY OF ALL CIVIL SERVICE ELIGIBLE in the CSC or known as passers of different types of exams in the Civil Service Examinations particularly are under in the FIRST LEVEL ELIGIBILITY and SECOND LEVEL ELIGIBILITY will be GRANTED to used and append in their last name the proposed append
CAREER SERVICE FIRST LEVEL ELIGIBLE (CSFLE for all first level eligibles) and CAREER SERVICE PROFESSIONAL ELIGIBLE (CSPE for all second level eligibles) immediately as early as possible hopefully next month on OCTOBER 2017 and be published in the Official Facebook account and Official Website of Civil Service Commission so that it could bring pride, dignity and honor (for us, we left behind because due to have no uses of append such as suggested CSFLE and CSPE) to all eligibles under First level and Second Level in the land.
