Question Loyalty Pay

May I know if the payment of what our office called "loyalty cash award differential" legal?

I am a DepEd non-teaching personnel. I was supposed to receive the 5-year milestone loyalty cash award (LCA) in 2015.
However, I was told that I cannot be included in the list of priority payments because the agency savings for the year is not enough.
So I waited 2016 and again I failed to receive my LCA for the same reason. The sad thing is that there are many of us with the same fate.

Then I found out that the agency savings will never be enough because our agency is paying "loyalty cash award differential" to select employees.

These are some cases which really need clarification from CSC:

1. Is an employee who received 5 thousand only in the year 2010 after 10-year continuous and satisfactory service in the government entitled to 5 thousand LCA differential plus
5 thousand 5-year milestone LCA (total of 10 thousand LCA) in the year 2015 to satisfy the supposedly 10 thousand award in 2010?
2. Is an employee who received only 3 thousand LCA in his last 5-year milestone in 2016 entitled to 2 thousand differential in 2017 to complete the 5 thousand 5-year milestone LCA?
3. What law covers the grant of LCA differential?

As regards your question, the legality of questioned disbursement cannot be ruled upon in this instance, as the information is not sufficient to draw a conclusion. We suggest that you course your inquiry with the COA, as the matter of your concern is within their area of expertise. Thank you.
