I am almost 21 years in government service with a position of Admin. Aide IV and was not promoted during the Rationalization. At present there is a vacant position of salary grade 18
which is Senior EMS.

Any or all of the foregoing would constitute a meritorious case excepted from the 3-salary grade rule.

a. The position occupied by a person is next-in-rank to the vacant position, as identified in the Merit Promotion Plan and the Systems of Ranking Positions of the agency.

b. The position is a lone, or entrance position, as indicated in the agency staffing pattern.

c. The position belongs to the dearth category, such as medical Officer Specialist positions and Attorney positions

d. The position is unique and or highly specialized such as Actuarial positions and Airways Communicator

e. The candidates passed through a deep selection process, taking into consideration the candidates' superior qualifications in regard to:

1. Educational achievements
2. Highly specialized trainings
3. Relevant work experience
4. Consistent high performance rating ranking; and

f. The vacant position belongs to the closed career system
