Dear Sir/Madam:

Good day.

Just a humble inquiry. In case of non-availability or delay of releases of diploma and TOR (waiting for S.O. from CHED) due to current pandemic, is the certificate of grades and graduation issued by school considered VALID as scholastic proof of completing Bachelor's Degree, for use in the promotion of employees. Thank you very much.

Good day Sir/Madam:

Relevant to your query, we refer to Section 6 (f), Rule II of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (Revised July 2018), which provides that:

f. Scholastic Record/Academic Record. The certified true copies of the scholastic/academic record such as diploma and transcript of records (TOR) or, if necessary, a Certification from the Department of Education (DepEd) and/or Commission of Higher Education (CHED) on the authenticity and equivalency of the subject/courses taken are required for original appointment, transfer and reemployment. It may also be required for promotion to positions where the education requirement is different from the previous academic record submitted.

Based on the above-cited provision, a certified true copy of the scholastic/academic record such as diploma and TOR or, a Certification from the DepEd and/or CHED on the authenticity and equivalency of the subject/courses taken is required from the appointee in support of his/her appointment for promotion to position where the education requirement is different from the previous academic record submitted.

Considering the current pandemic, a certified true copy of grades and/or graduation may only be considered as supporting documents, however, the submission of a certified true copy of the diploma and TOR shall still be required by the appointing authority.
