Question Half-Day VL, FL, SL and SLP

Good day po!

The practice in our office about leave is that we allowed and approved by the head of the agency the application of the employees to go on HALF-DAY LEAVE whether it is SLP, VL, FL and/or SL because we see the employee's positive side which is his eagerness to work inspite of half day only, because there is a time that he just really needs half day leave only to do his personal matters while the remaining halfday will be spending it working in the office.

We also didnt consider such halfday as tardy and/or undertime because the mere fact the he applied it for leave and do approved by the agency head, so we treated it as a leave of absence and can form part on his Forced Leave, if VL or FL was filed.

Same thing with SL and SLP, which sometimes SLP was brokendown into half days (6 halfdays=3days)

My questions are:
1. Are we allowed to do this practice of accepting and approving halfday leave the mere fact that it will be still deducted from his leave credits?

2. Can u please cite an MC or provisions, that directly states that SLP should not be deducted against leave credits, i know it is non-commutative and non-cumulative but there is an agency that requires us to deduct the HALFDAY SLPs.

3. Can we give considerations that halfday leaves can form part on the 3 SLP and 5 FL by looking on the eagerness of employees to work even halfday only instead of counting his halfday as tardy or undertime?

Hoping for an immediate reply about this query, i apologize on how chaotic i elaborate my query coz im also confused on the said matter.
