I have a question, Sir/Maam, related to alternative working arrangements during the MGCQ period. Can a government employee be allowed to avail of alternative work arrangement (say, 4 days physical reporting + 1 day work from home) for reasons of difficulties in public transport or unavailability of transport services from his/her agency (not due to any co-morbidity)?

The following are the alternative work arrangements provided in Item 3.0 of CSC MC No. 10, s. 2020 (As amended by CSC MC No. 18, s. 2020):

3.1. Work-from-home;
3.2. Skeleton (Skeletal) Workforce;
3.3. Four-day (Compressed) Workweek;
3.4. Work Shifting/Flexible (Staggered) Working Hours; and
3.5. Other Alternative Work Arrangements refers to work arrangements consisting of a combination of the above enumerated work arrangements or other work arrangements subject to the prevailing community quarantine in the area where the agency is located and appropriate/applicable to the agency mandate/functions.

Nevertheless, it is advised to refer to your office/agency guidelines on work arrangements considering that item 5.8 of CSC MC No. 10, s. 2020 provide, that:

“Agencies shall formulate their internal rules and regulations governing the alternative work arrangements they adopted and implemented in their agency. Said guidelines shall include the work arrangements of its personnel who are in transit (daily/weekly) in reporting to work and going home across areas under quarantine (ECQ/MECQ/GCQ/MGCQ), as well as from a quarantine area to quarantine-free area and vice versa.”
