Mark created the topic: Clarification about the Applicability of CSC Memotandum Circular No. 19 s 2019
The Qualification Standards of a Supervising Administrative Officer (Salary Grade 22) in our agency are as follows:

Education : Bachelor’s degree relevant to the job
Experience : 3 years relevant experience
Training : 16 hours relevant training
Eligibility : CS Professional/ Second Level Eligibility

As an attached agency of DOST, we also are bound by the Merit Selection Plan of DOST, which sets a 40-hour supervisory and management training requirements of a "division chief and comparable positions", citing CSC MC No. 19 s. 2019.

It is in this regard that I would like to kindly seek clarification if CSC MC No. 19 s 2019, is applicable to a Supervising Adminiatrative Officer (SG 22) position.

Hi,

Please be advised that CSC MC 19, s. 2019 provides for the training/learning and development requirement for Division Chief and Executive/Managerial positions in Government.

Nevertheless, as to the applicability of the requirements of said policy to the Supervising Administrative Officer position, it is recommended to seek clarification from the Human Resource Policies and Standards Office of the Civil Service Commission considering that issues on policies on qualification standards are within the mandate and expertise of that office.

Inquiries on such matter may be directed to that office thru their email address at This email address is being protected from spambots. You need JavaScript enabled to view it..
