I would like to ask for clarification about the monetization of available leave credits since I'm new in processing such applications.
A casual employee was appointed year 2019. It is in this case, that he wanted to monetize his leave credits for personal needs brought by this pandemic. As of May 31, 2021, he had 10.688 in his VL credits and 24.061 SL credits. Can he monetize 5 days in his SL and 12 days in SL for a total of 17 days? Am I getting it correct to process his application and retaining 5 in his VL credits?

Good day!

The allowable monetization of leave credits in a given year is found in Sections 22 and 23, CSC Memorandum Circular No. 41, s. 1998 dated December 24, 1998, as follows:

Sec. 22. Monetization of leave credits. – Officials and employees in the career and non-career service whether permanent, temporary, casual, or coterminous, who have accumulated fifteen (15) days of vacation leave credits shall be allowed to monetize a minimum of ten (10) days: Provided, that at least five (5) days is retained after monetization and provided further that a maximum of thirty (30) days maybe monetized in a given year.

Sec. 23. Monetization of 50% of vacation/sick leave credits. – Monetization of fifty (50%) of all the accumulated leave credits may be allowed for valid and justifiable reasons subject to the discretion of the agency head and the availability of funds.
