The provisions relative to forced/mandatory leave are provided under Section 25 of the Omnibus Rules on Leave (Rule XVI of the Omnibus Rules Implementing Book V of E.O. No. 292), those particular relevant to your query states:

Sec. 25. Five days forced/mandatory leave – All officials and employees with 10 days or more vacation leave credits shall be required to go on vacation leave whether continuous or intermittent for a minimum of five (5) working days annually under the following conditions:

(b) The mandatory annual five-day vacation leave shall be forfeited if not taken during the year. x x x

The rule provides that the forced/mandatory leave not used during the year shall generally be forfeited. There is no specific provision, however, as to when the forfeiture shall commence.
