Good Morning!

I would like to ask the treatment about the Solo Parent Leave. For example po, an employees become solo parent due to death of spouse last April 2021. He is entitle of automatic 7 days SPL? Another case, when a solo parent child turns 18 on November 2021, is she entitled for 7 days SPL or it is pro rata? Another matter is about the Special Privilege Leave for the newly hired employee. The said employee was hired last August 2021, is she can avail the special privilege in full or pro-rata?

Please be informed that as a policy, the Commission does not render opinions/rulings on issues that may eventually be the subject of a complaint or appeal before it. This is especially so if the material facts necessary to a judicious adjudication of the issues are not fully presented or substantiated as in this case. Nevertheless, we will cite the pertinent provision/s under the Civil Service rules and applicable jurisprudence that will best answer your query/ies.

In this case, the answers to your queries are found in Item III (Coverage) and Item IV (Conditions for Availing of Parental Leave) of CSC Memorandum Circular No. 8, s. 2004 dated March 24, 2004 (Guidelines on the Grant of Parental Leave to Solo Parents). Please go to the CSC Website and click the ‘Issuance’ and, then, choose ‘Memorandum Circulars’ to find the answers to your queries.
