Hello good evening,

I would like to ask whether the CSC would accept my original Official Transcript of Records and Diploma as proof of my scholastic records for the appointment of permanent position? I'm currently working as casual-plantilla employee in LGU somewhere in Camarines Sur, I was wondering if the original copies of my TOR can be accepted as alternative to the certified true copies of it? Aren't they the same? I can't travel back to Cebu due to stringent protocols of interzonal travel and the devastation caused by Typhoon Odette. Do I still need to secure CAV of my TOR as supplement to my documents for the appointment? I've been requesting my school to process my CAV since 2018 but until now no progress has been made.

Good day Sir/Madam:

This is to reiterate that as a matter of policy, this Office refrains from rendering categorical opinions on matters and issues that may later be a subject of an administrative proceeding before the Commission either via an appeal or a complaint. This is to preclude the possibility of prejudgment should an actual administrative case be commenced or instituted based on the said matters or issues.

Anent your query, we invite your attention to Rule II, Section 6 (f) of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA), Revised July 2018, which states that:

“f. Scholastic Record/Academic Record. The certified true copies of scholastic/academic record such as diploma and transcript of records (TOR) or, if necessary, a Certification from the Department of Education (DepEd) and/or Commission on Higher Education (CHED) on the authenticity and equivalency of the subjects/courses taken, are required for original appointment, transfer and reemployment. It may also be required for promotion to positions where the education requirement is different from the previous academic record submitted.”

In the above-quoted provision, a certified true copy of scholastic/academic record such as diploma and transcript of records (TOR) or a Certification from the Department of Education (DepEd) and/or Commission on Higher Education (CHED) on the authenticity and equivalency of the subjects/courses taken are required for original appointment.

Considering the current situation of pandemic and the recent typhoon Odette which devastated the City of Cebu, the hiring agency may accept the original copy of your scholastic/academic record along with a copy of the request for a certified true copy thereof as compliance with the above rule.
