Question 50% special monetization of all acumulated leave credits

Good afternoon. May we be clarified on the rules on special monetization?

Section 23. Monetization ot 50% of vacation/ sick leave credits - Monetization of fifty percent (50%) of
all the accumulated leave credits
may be allowed for valid and justifiable reasons subject to the discretion of the agency head and the availability of funds."

Based from the above quoted provision of the Omnibus Rules on leave and considering that the language of the said Section 23 is clear, that monetization of 50% of all the accumulated leave credits may be allowed, we are seeking now for a clarification on two (2) points, to wit:
a) Is it allowable to monetize 50% of all accumulated sick leave and 50% of all accumulated vacation leave, provided that 5 days will be left as vacation leave credits balance?
b) in 50% monetization, is there an existing rule that we have to exhaust first the available vacation leave credits net of the five(5) days required to be retained, before utilizing the available sick leave credits?
