Good afternoon. May we be clarified on the rules on special monetization?

Section 23. Monetization of 50% of vacation/ sick leave credits - Monetization of fifty percent (50%) or more of the accumulated leave credits may be allowed for valid and justifiable reasons
such as:
a) Health, medical and hospital needs of the employee and the immediate members of
his/her family;
b) Financial aid and assistance brought about by force majeure events such as calamities,
typhoons, fire, earthquake and accidents that affect the life, limb and property of the
employee and his/her immediate family;
c) Educational needs of the employee and the immediate members of his/her family;
d) Payment of mortgages and loans which were entered into for the benefit or which inured
tothebenefitoftheemployeeand his/herimmediatefamily;
e) In cases of extreme financial needs of the employee or his/her immediate family where
the presentsources ofincome are notenough tofulfill basic needssuch asfood,shelter and
clothing;
f) Other analogous cases as may be determined by the Commission

Based from the above quoted provision of the Omnibus Rules on leave and considering that the language of the said Section 23 is clear, that monetization of 50% of the accumulated vacation/sick leave credits may be allowed, we are seeking now for a clarification on two (2) points, to wit:
a) Is it allowable to monetize 50% of accumulated sick leave and 50% of accumulated vacation leave, provided that 5 days will be left as vacation leave credits balance?
b) in 50% monetization, is there an existing rule that we have to exhaust first the available vacation leave credits net of the five(5) days required to be retained, before utilizing the available sick leave credits?

Kami po empleyado ng LGU maari po ba kami mag avail ng 50% monetization of all accumulated leave credit?.. affected po kami ng Marawi seige at mga bahay namin ay nasa ground zero at tolly damaged po ang bahay namin. Paano po ang magiging proseso ng pag avail?. At paano din kung ayaw ng Lgu?.. Paano din po kung wlang pondo office namin dahil ang madalas dahilan ng Budget Office.

Sana po ay matugunan ninyo agad..
