Sumulat po ako sa Office of the Legal Affairs para po humingi ng soft copy ng CSC Decision No. No. 14-0308 na inisyu ng Komisyon noong ika-23 ng Abril, 2014, pero wala pa po reply galing sa tanggapan nila. Saan po maaaring makipag-ugnayan patungkol dito?

Dear Haycee,

Thank you for using CSC Online Forum!

Please be informed that as a matter of policy, this Commission does not render opinion/ruling on issues that may eventually be a subject of a complaint or appeal before it.

Nevertheless, may we invite your attention to CSC MC No. 56, s. 1990 which provides for the guidelines on the right to access to records kept by this Commission, which in part, provides, as follows:

“3. Official information, record or document shall be provided to any authorized requesting party as defined above except the following:

a. Such information, record or document comprises drafts of decisions, orders, rulings, opinions, memoranda, comments and other pleadings to the Supreme Court, regional Trial Court, etc;
b. Such disclosure would put the life, safety and reputation of an individual in imminent danger;
c. Such information, record or document, or statement must be kept in secret in the interest of national security;
d. Such disclosure consists of unwarranted invasion of persona; privacy, like counsel-client privilege communications.

“4. Request for needed records shall be made in writing. Certified copy/ies shall be issued upon payment of the required fees.

“5. Communications officially entered into CSC records say no longer be withdrawn.
