Question Clarification on the Master's Degree Obtained thru ODA

Is a Master’s Degree obtained from abroad thru the government’s Official Development Assistance, such as the JDS scholarship where the CSC, NEDA, DFA, JICA and JICE form part of the panel/selection committee, acceptable as it is for the education requirement for a job grade equivalent to an Assistant Manager level?

Is the CHED-certificate of equivalency still mandatory for it to be considered acceptable?

Please be informed that as a matter of policy, this Commission does not render opinion/ruling on issues that may eventually be a subject of a complaint or appeal before it.

Nevertheless, pertinent to your query is Section 48, Rule VIII of the 2017 Omnibus Rules on Appointment and Other human Resource Actions (2017 ORAOHRA) which provides, as follows:

“Section 48. Certification issued by CHED that a degree obtained from foreign schools is equivalent to a bachelor’s or master’s degree shall be considered valid document for meeting the education requirement for positions requiring completion of a bachelor’s or master’s degree.
