Good Day po!!!

Sa LGU po namin, nagbigay ng clothing allowance na 5,000 pesos for 2017. hindi po buo nirelease ung pera. nagtira po ng budget for the 3 pcs collared shirt. and then ung pong in charge na Tao sa pagpapagawa ng clothing allowance ay kinuha na ung pera sa disbursing officer na hawak na pambayad sa collared shirt na uniform para sa mga casual. Hanggang ngayong 2018 hindi pa po naibibigay ung nasabing uniform. paano naman po mapangangalagaan ung mga empleyado na nkunan na ng pera tapos hindi naman binibigay ung uniform. Ung in-charge sa uniform ay empleyado ng aming LGU at nasa opisina pa ng Human Resource Management. ano po ang masasabi nyo sa sitwasyong ito. anu po ang maimumungkahi ninyo. at anu ang pwede nyong gawing aksyon na alam nyo na may HR Personnel o HRM Office na nang aabuso ng empleyado. Hindi ba't opisina nyo ang dapat mangalaga sa mga empleyado?

Maam/Sir,

Per DBM guidelines, the agency head shall be responsible for the proper implementation of the budget circular on the grant of the uniform/clothing allowance.

In case you find that there is an irregularity in the implementation of the same, particularly on not remitting the full amount of the clothing allowing and allocating a portion thereof to procure collared shirt as substitute uniform, you may directly address such irregularity to the agency head (the Local Chief Executive in your case) for proper legal action.

In the alterative, you may file an administrative case against the official/employee who unlawfully utilized the clothing allowance. An administrative complaint may be file anytime directly to your local government unit, the Commission or any of its regional offices having jurisdiction of your LGU.
