Question transfer to other department

good day po. what will be the appropriate human resource action involving transfer of employee from one department to another within the same agency which does not involve reduction in rank, status or salary. only the department and plantilla no. shall be changed. is this transfer or reassignment? thanks

Your question lacks substantial facts. Nevertheless, a Reassignment is movement of an employee across the organizational structure within the same department or agency, which does not involve a reduction in rank, status or salary.

On the other hand, Transfer is the movement of employee from one position to another which is of equivalent rank, level or salary without gap in the service involving the issuance of an appointment.

The transfer may be from one organizational unit to another in the same department or agency or from one department or agency to another.

it is management decision to transfer employee due to realignment of functions. for instance, one of our employee is holding regular appointment with the position of Driver under Finance Department. The management has decided to transfer the employee to General Services, Building and Grounds and Transportation Department considering that position of Driver is fitted on the Transportation Department. His position is still Driver, the same rank and salary grade and no gap in service. only the Department and Plantilla number will be changed. What is the proper personnel action, is it transfer or reassignment? thank you
