Good day!

May I seek your clarifications, that for the position of Chef Administrative Officer of our hospital, being that it is a second level position, our own HRMPSB shall conduct and serve as the panel not from outside institution? although, under extenuating circumstances, external panel may be invited?

Section 84 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (2017 ORAOHRA), as amended, provides:

Sec. 84. Each agency may constitute two (2) Human Resource Merit Promotion and Selection Boards (HRMPSB) – one for the first and second level positions and another for second level executive/managerial positions.

An agency may establish special HRMPSB for specialized and highly technical positions or different sets of HRMPSB for its own purpose, but the same should be provided in the Agency Merit Selection Plan to be submitted to the CSC Regional Office concerned for approval.

For the HRMPSB membership composition, please see Section 88 of the 2017 ORAOHRA, as amended. The same may be accessed thru the official CSC website.
