Question Monetization of Leave Credits

Hi!

I would like to post a question on the monetization of leave credits. I am aware of Sections 22 and 23 of the Omnibus Rules on Leave and the CSC Resolution on Maslan but would like to know if the CSC or any of the government offices here has encountered monetization of less than 50% of accumulated leave credits.

Say, for example, that Employee A has 100 days of accumulated leave credits (20 VL and 80 SL) but wants to monetize 35 days. Section 22 clearly does not cover requests of more than 30 days, and her VL is insufficient anyway, so that means I can only use 15days VL for monetization (given the requirement to exhaust the VL provided 5 days are retained), and deduct from her SL the remaining 20 days requested for monetization.

Because we need to get the remaining 20 days from her SL credits, an exception to Section 22 will apply, which at the moment is only Section 23 (Maslan resolution). However, Sec 23 specifically provides that monetization that fall under it should be 50% or more of the accumulated leave credits. Given that the request of Employee A to monetize 35 days is less than 50% of the total (which is 50days), under which Section or CSC rule will such a request for monetization be covered? Could the agency require Employee A to just request 50 days since it's what hits the 50% mark? Does the agency have discretion on approving requests for monetization that are less than 50% of the accumulated leave credits (but which are not under Section 22 of the rule on monetization)?

With regard to your query on monetization of less than 50% of accumulated leave credits, please call the CSC-Office for Human Resource Management and Development at 932-0181 and 951-2639.
