This is to inquire whether an applicant who finished a school year from one school and completed another school year in a different school and with a different degree program (BS Secondary Education to BS Nursing) can be considered to have met the “Completion of Two years studies in college” requirement under the Qualification Standards for Administrative Assistant I-VI. Be it noted that upon entering the new degree program, units earned from the former school year attended by the applicant were credited by the new school. Thereby, the applicant was able to earn 79 units.

What is the Commission's interpretation of "Completion of 2 years college education."

Your response is highly appreciated in order for a colleague be deemed fit prior to application and limit misinterpretation.

Thank you for using CSC Online Forum!

Please be informed that as a matter of policy, this Commission does not render opinion/ruling on issues that may eventually be a subject of a complaint or appeal before it.

Nevertheless, pertinent to your query is Sec 44 of the Omnibus Rules on Appointments and Other Human Resource Actions , which provides as follows:

Sec 44. For one to meet the two years tudies in college requirement in the Qualification Standards Manual, one must have earned from a CHED-recognized institution at least 72 academic units leading to a degree or has completed a relevant two-year collegiate/technical course.
