Good Day!

This is to inquire whether supplemental units in order to meet the Education requirement "Bachelor's degree related to the job" should be earned in the undergraduate level or an individual who earned units in his/her graduate-level studies (MPA) be considered to have met said requirement.

For example, for Planning Officer, may an individual who have earned 12 units of graduate-level courses in Project Development, Project Feasibility, Public Policy & Program Development, and Decision Analysis with 3 units each, be considered to have met the Education requirement of the Position's QS? Or should the individual need to enroll to non-degree courses in the undergraduate level and earn 12 units on courses related to the job?

Please be informed that as a matter of policy, this Commission does not render opinion/ruling on issues that may eventually be, or is actually, a subject of a complaint or appeal before it.

Be that as it may, your attention is invited to Section 49, Rule VIII of the 2017 Omnibus Rules on Appointment and Other Human Resource Actions (2017 ORAOHRA), which provides, that:

“Sec. 49. To meet the relevant bachelor’s degree requirement in the Qualification Standards Manual, the appointee must have completed from a CHED-recognized college or university a bachelor’s degree whose curriculum either includes or is supplemented by, 12 academic units of the subject or course, which will enable the candidate to successfully perform the duties and responsibilities of the position to be filled in the Position Description Form.”

Thus, using your example, to meet the education requirements of a Planning Officer position which is a bachelor’s degree relevant to the job, the applicant must have earned a bachelor’s degree in a college course with 12 units of subjects that will enable the applicant to perform the functions of a Planning Officer.
