Question Query on MC 17-02

May I ask a couple of questions:

1. What does the provision in the MC 17-02 Section 4. Prohibition, c. "Those who are being hired to perform functions pertaining to vacant regular plantilla positions." mean?
2. Is it already superseded in the recently issued JC 1-2017 of the CSC DBM and COA?... because there is no mention of such in the JC.

Action Officer 5 replied the topic: Query on MC 17-02
Please be informed that MC No. 17, s. 2002 has long been superseded by MC No. 1, s. 2007, which expressly provides that contracts of services and job orders are not governed by Civil Service Law, Rules and Regulations and services rendered thereunder are not considered government service. Said provision was reiterated in CSC-DBM-COA Joint Circular No. 1, s. 2017.
