Good day, Admin! I want to ask guidance regarding promotion. From a rank and file employee, I plan on applying for second level position which requires Professional Eligibility and an equivalent 4-year course. In the event that am a Professional eligibility holder, but not a 4-year degree course graduate (I am a graduate of a two-year course and took 2 years on another course), can I not apply for a higher position given my other qualifications such as equivalent trainings, work effectiveness and subject matter expertise on my line of job? To note, the position I am holding right now is equivalent to SG-8, however, the work that I am doing is equivalent to the duties and responsibilities of SG-11.

Thanks in advance for any clarification on this matter.

Please be advised that substitution/offsetting of qualification requirements is no longer allowed pursuant to Section 6, Rule IV, Omnibus Rules Implementing Book V of Executive Order No. 292 and Other Pertinent Civil Service Laws, which provides, thus:

“SEC. 6. Until December 31, 1992, substitution of deficiencies in education, training or experience may be allowed interchangeably with one another, except for positions covered by special laws where minimum qualifications are prescribed. After December 31, 1992, no such substitution shall be allowed.” (Emphasis supplied).

Based on the foregoing, offsetting for deficiencies in the education, training or experience requirements is no longer allowed after December 31, 1992.
