Hi good day.

I would just like to be enlightened on the proper process of hiring in LGUs.

The Sanggunian Bayan requested for funding of a position under the office of the Secretary to the Sanggunian. The Local Chief Executive granted such request and actually included the funding of such position in the latest supplemental budget. Supposing that the supplemental budget was approved by the SB and submitted to SP for review as required for by the LGC. The question is, can the HRM Office (with the instruction from the appointing authority) already POST such vacant position and formally commence the PROCESS OF HIRING upon enactment of the Supplemental Budget? Or should the HR WAIT FIRST for the review action by the SP?

Action Officer replied the topic: Hiring Process
It much better to request for an opinion before the DILG because this constitute an approval of the budget of a LGU.
