Question Job Order Application for an Item

Good day!

I have been a job order worker with a function of a Computer Operator for almost 3 years in an LGU, working from 8-5, Monday-Friday and sometimes, even weekends. Currently, I submitted an application letter with my PDS to my Dept. Head, hoping to be endorsed for an item. I was asked if I know someone in higher position so my application would be easier. Unluckily, I do not know anyone.

Do we really have to have a "backer" when applying for a regular position?

I was told that they already made me an endorsement and was already submitted to our HR, and I just have to wait for my application, but when I asked if I can see just the soft copy or draft of the said endorsement, they can't show me anything.

When I also asked for a list of vacant positions in our LGU, they can't provide me any.

Having an endorsement is not a requirement for application to any vacant position in the government. However, there is a portion in the PDS where the applicant can write 3 references (Names and positions of government officials and employees). Finally, LGUs, just like any other agency, are required to publish vacant positions prior to filing-up. You may request the list of vacant positions from the Human Resource Management Officer (HRMO) of the LGU. Thanks.
